18th Amendment
Could somebody more knowledgeable please advise the logic behind not implementing the clause of the recently passed 18th amendment restricting the number of ministers at the federal and provincial level to 11 percent of the number of the MNAs and MPAs respectively and relegating it to take effect after the next general elections? This could save the exchequer a substantial amount which could be utilized much more fruitfully on education and healthcare of the masses.
