Laudable interest and performance of Dr. Ishrat Hussain

      I watched once Dr. Ishrat Hussain on PTV talking about his plan of the development of various departments including Education but at time I did not give enough attention to his interview because we heard so many liars that now we reluctantly believe in any person whatsoever his position may be. But when this personality was made Chairman Pay and Pension Committee and he started discussion and taking first hand information about the situation in various departments now I decided to pay him tribute for his keen interest. I have special kind of mentality that when I see a person of extraordinary status doing wrongful acts then my conscience compels me to say against the wrongdoing but when I see that a person is doing for the welfare of the people then also my conscience compels me to acknowledge his spirit and zeal for this Country. Dr. Ishrat Hussain is dong that job which is normally expected of the vocal politicians because they consider themselves the only well-wishers of this nation. I am also grateful to the present Government for appointing such a person as the Chairman of the Committee who does not believe in deciding the matter unilaterally or deciding the matter without hearing the other party but acts like a Judge of a Court who hears both the parties and considers the pros and cons of the matter and then decides the matter. What I noted in the below news report is that he has even assessed the workload of each teacher. He knows that the College teacher is paid more for 40 minutes teaching a day while other teachers do work for five hours and are paid less. �Dr Ishrat Hussian said: �A college teacher takes a 40-minute class in a day and receives a healthy salary�. In contrast, he said, the teachers in the private sector educational institutions were getting meagre salaries, he added. He assured that their genuine demands would be included in the commission�s recommendations to the government. Ishrat Hussain urged upon the teacher community to fulfill their responsibilities and try to excel in the academics.�
     In my opinion, the Finance Department both at Federal and Provincial levels should not be allowed to decide about the payments to the Government Employees. The officers of this department should only be asked to pay a certain salary to a Doctor, Teacher or other Government Employee as determined by the Pay and Pension Committee. Actually such kind of consultations and deliberations lead the Committee to determine how much workload is on a Government Servant. At present, some are enjoying high salaries and do less work while in those Government Servants who are doing more work and are paid less, a sense of deprivation and frustration is spreading. Actually, Dr. Ishrat Hussain is axing this sense of deprivation and frustration at the root and is eligible not only for my praise but also of all those deprived and depressed Government Servants who have been hushed up so far by those officers who did not want that the standard of life of the low paid servants of State be raised. It is very difficult to say the truth when everywhere falsehoods reign. Dr. Ishrat Hussain is doing that job which was once my dream that there should be someone at the upper level to ask the lower graded employees of various departments to fully burst their grievances. It was my considered opinion that those who born with silver spoon in mouth and then taught in expensive Educational Institutions, appointed in service on Grade-17 and Grade-18 do not know the plight of those persons who are living from hand to mouth.

     In 1995, I said to Mr. Shah Jehan Khan, the then Primary Education Director, NWFP, that in the bazaar he and a teacher were given essential commodities on same price, whereas his salary as director was far more than that of a teacher. How the satisfaction could prevail among the teachers. The same was situation among the clerks, police constables etc. Actually, the system of distribution of amount in the salaries for the low and high Grades Government Servants is not based on justice. Once I saw in a book of Sociology two photographs, one was of University Teacher and the other was of a Sweeper, both adjacent on same page. Below the photographs had been written; �Although having same salaries but are of different social statuses�. In my Country, the elite class is sucking the blood of the poor people by giving less and taking more in shape of taxes. Moreover, loans after loans are taken, aids are accepted but there is no justice in their spending and that is why the people are being compelled to hear only slogans. I can only pray for the success of Dr. Ishrat Hussain to accomplish that target which has dreamed of.

Pay & Pension body completes consultations

PESHAWAR: The Pay and Pension Commission constituted by the federal government completed its two-day consultation process by holding meetings with representatives of different employees� associations on the second day here Wednesday.

Led by State Bank former governor Dr Ishrat Hussain, the 25-member commission held separate sessions with employees of the NWFP Civil Secretariat Association, School Teachers Association, Accountants Association, NWFP College Teachers Association and NWFP Paramedical Staff Association.

Representatives of the associations came out with different suggestions regarding increase in their salaries and other facilities for the government employees. They discussed in details the suggestions regarding education, health and accounts sectors.

Besides members of the commission, Secretary Finance Sahibzada Muhammad Saeed and other senior officers of the Finance Department also attended the session. Chairman of the commission said that he was recommending drastic improvement in the existing education standard of the government schools and colleges in NWFP.

In his discussion with the representatives, he said teachers should see as to what extend they were fulfilling their responsibilities before demanding concessions from the government. He observed that the public sector educational institutions were giving poor results in the province and asked for improvement in performance. He said that upgrading of teachers would be on the basis of experience, abilities and high qualifications.

The commission recommended for a broad-based and uniform education policy with drastic steps for improved education standards, both in schools and colleges, in NWFP and declared that it wanted to allow the qualified and good teachers to go high and discourage those, who were showing poor performance.

He also called upon the heads of all other associations to discourage the corrupt in their union bodies. He lauded the services of the paramedical staff during the emergencies and stated that 50 per cent of patients� care was being carried out by those staff.
