Section 3 of the HEC Ordinance 2002, says "The Controlling Authority of the Commission shall be the Prime Minister or, as the case may be, the Chief Executive of the Islamic Republic of Pakistan who may supervise the affairs of the Commission.Sub-section (2) of Section 5 says, The Chairperson appointed under sub-section (1) shall have the status of Federal Minister. I was deeply shocked and grieved when I saw the news item in the newspaper that the Federal Directorate of Education (FDE) has approved the promotion of 5,000 teachers who were either Matric Trained Teachers (MTT) or Trained Undergraduate Teachers (TUGTs) to Grade 14 and Grade 16 respectively.
