Blasphemy Reversed

Hafiz Zubair who is also the Muezzin of the same mosque where Imam Khalid Chishti was the Khateeb has alleged that the Khateeb had himself added the damaged/burnt pages of the holy book in the plastic bag purported to have contained the pages burnt by Rimsha Masih to ‘strengthen’ the evidence against her.  Now the  question arises , “Has the Imam not desecrated Qura’n and committed an act of blasphemy himself by doing so?”.  Who will report it to the Police for getting an FIR registered against the Imam for committing blasphemy?  Or, would the Police itself initiate blasphemy proceedings against the Imam on the evidence of his Muezzin against him?  

Would someone more knowledgeable please enlighten us on this count?
