FATA & Pukhoonistan

Now that FATA has merged in the KPK and its people enjoy the same civil rights  and privileges as do the rest of Pakistanis,  should there be a referendum not held in the territories adjoining FATA across the border and  who once upon a time claimed to be part of Pukhtoonistan, whether they would also like to join Pakistan to enjoy the same benefits?

I think, Pakistan should take it up at the international level as the lot of the people across also deserves to be ameliorated.
