The thin line
Even a linguistic illiterate can see a thin but binding line, in the text of KLB as orated by its co-author, Senator John Kerry that ‘conditionality’ lays between the US Executive (the Secretary of State in this case) and the US Legislatives, and it does not apply on Pakistan. This is despite the fact that the US Executive will act as watchdog to see Pakistan implement the Bill in its letter and spirit to enable itself give a ‘clean bill of health’ after every six months. In simple language, the US Legislators have applied ‘conditions’ on the US Executive to oversee Pakistan implement all the clauses engraved in the KLB thus cleverly transmitted ‘conditionality’ onwards on Pakistan.
