I hope all is well with you. I am pleased to read your e-mail. The constitution
of Pakistan is an Islamic constitution. It guarantees Islamic code of life in
the light of the Quran and Sunnah. We have to implement it as prescribed in the
article 227 of the constitution. The interpretation of religious laws has to be
accepted per interpretation of all Muslim sects. The juristic differences of
all sects have to be accommodated.
Islam presents political, economic and judicial system but there are
differences in their interpretation, hence a sheer chaos. Moulana Moududi in
his book" Khalafat wa Malukiyyat"( Caliphate and Monarchy) rejects
kingship and promotes Islamic Democracy but the Saudis believe in monarchy. You
are preaching the out dated and much trampled concept of Caliphate which is
impracticable. Under the canopy of Saudis you want the whole Muslim world to
seek refuge. First of all we have to end and eliminate Arab monarchic system.
Dr. Iqbal had very aptly concluded that all Muslim states should acquire the
local democratic status and every comity as an individual local entity may
become the member of the Muslim caliphate. Under the authority of monarchs we
can never achieve the goal of unity. The religious hard liners are absolutely
unaware of the modern needs on the Muslims and have no sense of Ijtehad( soul-
searching). We need rational thinkers to reinterpret and reconstruct Islamic
tenets to make Muslims dynamic and progressive. In some of the Muslim countries
the Islamic penal laws are implemented. They do not provide them bread but cut
their hands if they thieve to sustain. Islamic penalties and punishments are
only one part of Islamic code. All the Muslim countries have failed in
implementing the Islamic political, economic and social order. In the
presence of the monarchs and clerics Islam can not be implemented. The people
who want to enforce their own brand of Islam in Pakistan through gun are inapt
to implement Islam as required in this modern and scientific age. They only
stress on wearing beards, veiling the women and killing the ones who do not
agree with their interpretation of Islam. Let the sane element prevail and
Islam is implemented in totality and not in piecemeal.
I personally appreciate your sincere efforts for Islamization in
Pakistan. You being the Chairman of Muslim Ummah Organization are
rendering noble service but the road you have chosen leads to monarchy. Please
tread on the road of democracy, then I would love to follow you. My books

may interest you and be of some benefit in your noble mission. These books can
