Mushtaq Jadoon, you should be Secretary Defence/Secretary Interior to combat terrorism and extremism
First of all, I congratulate you for taking charge of the Education Department having noble, well learned, highly educated persons.
Your direction for maintaining of the annual confidential reports (ACRs) of all the primary teachers is not a new kind of direction because it is already obligatory on the departmental officers to have complete data regarding each teacher but at present the priorities of the officers have changed.
It is praiseworthy to note that you have regard for the honest and hard working teachers but you have not clarified that what kind of award would be given to them. They do not need any kind of award or reward but they need only their own rights which your office and other departments have withheld since long and for which they are struggling in various Courts. They need the arrears of their salaries for their past service, advance increments and their arrears etc.
It should be your priority number one to find out highly qualified teachers in the Primary Schools and give them higher scales according to their qualifications because the Service Structure, which the department has approved, is nothing but to block the promotion to higher scales. If a teacher do not want to teach in the High School or Higher Secondary School, why he is not given higher scale according to his length of service at the Primary Level. A primary school teacher should be given BPS-16 when he serves in the department at least for 20 years.
I request you to check the classes of those teachers who claim to be the representatives of the teachers because they should be symbols for other teachers.
Regarding your allegation of Snuff sharing of teachers with their students I would like to say that before putting allegation a person should have proof in the hand. You put the allegation without specifying the place, school or teacher, which is nothing, but bashing of all the teachers. What would be your reaction if I say that you have made the Primary School Teachers target of criticism just to cover the injustices/past corruptions of the Officers of your department? Either the officers know nothing or intentionally do injustice. Please search out your office and you will find big scandals of ghost schools, illegal appointments etc.
You cannot distinguish between a teacher and a driver because you have destroyed his self-respect by subjecting him to undue criticism. You are talking about his dress, shoes etc. My submission is that in the past the salary of the teacher was equal to one tola of gold which could sustain not only his own family but also his father, mother, sisters and brother. He was in the position to purchase land for agricultural purposes and also for his house. You rendered his salary so valueless that he is now not in the position even to sustain the lives his own family members and has been compelled to do other jobs along with his own service. In the whole World only in Pakistan the teacher has degraded condition. The facilities of officers are increasing at higher rates as compared to the teachers.
I say that you should be a Secretary Interior or Secretary Defence after achieving 100% result in the Education in the Khyber Pakhtunkhwa so that to bring normalcy to the turbulent condition of law and order.
The whole Country is burning but no officer of the DMG group of your rank of the departments in possession of guns have courage either to call an explanation or charge-sheet the officials for not bringing normalcy in the law and order situation but instead are increasing their salaries and giving more benefits.
You have committed a blunder by injuring the sentiments of the teachers but this poor class of employees has no courage to bring you in the Court of law or transfer you to those departments, which are responsible for the law enforcing.
I hope that after bringing literacy rate to 100 % you would also accept the challenge of bringing peace to the Country by serving in the Ministry of Interior.
