Pakistan Needs Restructuring, Not Elections by Ahmed Quraishi

( There is considerable merit outside the political class of Pakistan . The youth is restless and is thinking. The Following reflects the lines on which they think + Usman Khalid+)

 

ISLAMABAD, Pakistan"”There is a reason why you can't find better alternatives when talking about a post-Musharraf Pakistan. Pakistani political parties never developed into viable institutions capable of generating leadership. And you can't blame this on the Pakistani military.

Talented emerging politicians like Babar Awan of Benazir Bhutto's PPP, Ahsan Iqbal of Nawaz Sharif's PML, and Tariq Azim of the ruling coalition, stand no chance of occupying their party top slots. In this elitist political system, party office is a lifetime prerogative passed from father to son.

The choices available today to Pakistanis are illustrative of this fact: A corrupt and failed Benazir Bhutto, an inefficient and myopic Nawaz Sharif, and between them a dozen or so political leaders with no real universal appeal. None of them is willing to make way for fresh leadership to emerge.

Pervez Musharraf was a good choice for the country. He had good ideas for reforming Pakistan and has been able to partially implement some of them in the past eight years. But where he made some successes in foreign policy and the economy, Musharraf has so far failed in using his immense powers, backed by the powerful Pakistani military institution, in redesigning the failed Pakistani political system.

Multiple power centers at the top have made the system unstable, resulting in perennial power fights over the past six decades. The current power struggle in Pakistan is probably one of the ugliest manifestations of this damaged system. This time the domestic infighting is sending the wrong signals abroad. The Indians have been emboldened to strengthen their claim to disputed territories, and the Americans are openly interfering in domestic Pakistani politics. Anyone, frankly, would be stupid not to exploit our problems.

Musharraf promised to reform and strengthen the system. His Russian friend and counterpart, Vladimir Putin, promised the same thing to the Russians and he delivered. The Pakistani strongman, however, made a mess of his political reforms, and now has almost reneged on an important element"“weeding out corruption from Pakistani politics. Amazingly, Musharraf appears to be joining hands with utterly hopeless politicians under Washington's prodding. So in a way, U.S. is becoming a cause for perpetuating Pakistan's failed politics, to the dismay of many Pakistanis.

There are deep structural and constitutional problems within Pakistani politics that necessitate the presence of Pakistani military in civil affairs for the time being. Only the military can help break the choking grip of the wealthy, autocratic feudal politicians. The military could have halped transition to democracy in slow and calibrated steps. But it has been part of the problem instead. It has been encouraging the monopoly of a handful of politicians in the country, perpetuating a troubled system and never encouraging its replacement with a better one.

Musharraf's seven-point agenda were probably the freshest ideas to come from the military in a long time. After all, it is useless to stand guard on the nation's borders when failed politics are eating the country from the inside.

The Pakistani military has not been a perfect administrator of the country. But it has certainly been a good administrator. Under a military-led government for the past eight years, Pakistan has expanded the freedoms of choice and expression in civil liberties. There is hardly any example of a free and independent media across the Middle East that matches the lively Pakistani media under the current military-led government in Islamabad.

The economic turnaround has been impressive. Pakistan today is ranked 76th by the World Bank in terms of ease of doing business, way ahead of India, for example, at 120th. This does not mean that a permanent military-led government is the answer for Pakistan. What it means is that the military has a role in reforming Pakistani politics. And it must embrace this role as a strategic objective. The reforms must be permanent and the end goal is a full democracy with clearly laid rules of the game.

Pakistan today needs restructuring and remodeling more than anything else. Elections are an unnecessary distraction. They will satisfy the international community but, going by past experience, will push Pakistan into more political controversies.The unfortunate thing is that President Musharraf failed to introduce any real political reform apart from the two ideas of creating a National Security Council and introducing the local government system.

Both are good ideas except that: One, they could be rolled back once President Musharraf is out; and Two, these two steps are not enough. Pakistan's strong military institution must use its influence to introduce the following five drastic changes to the country's political system: CHANGE THE CONSTITUTION. President Musharraf must challenge our decaying politics by giving the nation a fresh constitution. Around 1,000 people "“ that's the estimated strength of the present Pakistani political class "“ will create some noise. But two-thirds of Pakistanis are below 30 years of age. To them, future is more important than the past. The existing constitution creates conflict, doesn't reflect ground realities, and cripples Pakistan's potential as a rising power.

A STRONG PRESIDENCY. Executive power must be strengthened and expanded if we want to see a strong federal government in Islamabad. This means axing the current parliamentary system. The position of the President must be blostered by introducing a presidential form of democracy. This structural change cannot be made permanent without a strong presidency. A Pakistani president must have the power to appoint likeminded professionals in federal offices. We can benefit from the American and French democratic models in this regard.

MORE PROVINCES. We need to move beyond the current four provinces to at least a dozen or more, with more local governments. This will improve governance, create new local leaderships, weaken linguistic- and ethnic-based politics, and "“ most importantly "“ strengthen Pakistani nationalism.

A TWO-PARTY SYSTEM. Stability will continue to elude Pakistan without introducing something close to a two-party system "“ possibly Pakistan Muslim League [PML] on the right and Pakistan People's Party [PPP] on the left "“ alternating power, with a half dozen smaller parties tipping the scale on the sidelines.

REFORMING POLITICAL PARTIES. The Election Commission of Pakistan must introduce the requirement of a verifiable, free and secret ballot for the top slots within Pakistani political parties as a precondition to contesting general elections. This will rid us of stagnating lifetime party leaderships, giving a larger number of Pakistanis a chance to serve the public and pave the way for a better class of politicians to emerge.

Some would say that President Musharraf could have brought these drastic changes during his eight years as a powerful army chief and president. There's little chance of him pushing such an ambitious agenda now when he is on his way out. But this cannot be a one-man agenda. What is more important is that the Pakistani military leadership sponsors this entire reforms program and makes it a strategic objective, regardless of change of command.

And let's not worry too much about building political consensus. It would be good if it happens but it's near impossible to achieve. Pakistani politics are so divisive today that our politicians are incapable of seeing a good idea even if it hit them smack in the face.

I have some new Ideas/ proposals for a better Pakistan,;-

  1. NO MNA or MPA Should be declared elected if the total number of votes cast in the constituency is less than 60% for MNA and 70% for MPA and atleast 50% + Votes from the votes cast for all the MEMBERS..
  2. We Should have only one CM or Governor (Cut the Over HEad Cost) in all the provinces.
  3. People Should be able to Elect CM or Governor BY Their Direct Vote.
  4. We Should have one President or Prime Minister and that too Elected by the Direct vote of the people with same principal as 60% casting votes.
  5. We SHould have Direct Election for the Senators also with 60% casting system.
  6. We Should have Direct Election of all the Tehsil Nazim and Zila Nazim WITH ATleast 80% Casting votes System.
  7. NO Unioin Council Nazim Should be announced Elected unles and Until atleast 70 % People cast thier vote in the constituency in question and he gets 50% + Votes from all of them..
  8. NO Person should be allowed to contest elections of any seat what so ever if he is acquitted of some serious violation i.e. like tax fraud, Murder, Sexualy harrasment or Attempted murder or cheating in exams etc....
  9. A Refrendum Should be heal in Northeren areas asking them if they want to remain the current status or be part of Pakistan as 5th Provience.
  10. NO Direct Hiring in the Supreme Court of Pakistan THE Civil Judge Should be promoted till the Chief Justice of Supreme court...no short cuts... even in high ccourts... Inductions should be stoped...THis was a lot of corruption in our judicry will be stopped as a civil judge will eye/c that he can go to the Chief Justice of High Court or the Supreme Court why shouldhe be beribed..
  11. CSS Should be Slashed by atleast 25% and the Local/pROVINCIAL ADMINISTRATION should be given the driving seat to adjust their own Problems.
  12. Every Disrtict Government Should Have Their Own University with atleast 10 departments of Humanities and 10 for the Engineering Sciences....
  13. Defence Secretary Should be a FUll General serving for 2 years tenure (With no exception of Extension) Senior monst from three of the services...
  14. NO Extensions for any person with any callibre at any cost at any government post, If some deserves or is as good he/she should be elevated to a advisor to the think tanks...
  15. AT LEast 5% and later 10% of the GDP Should be spent on education, building new Universities etc. WE Should ask all the billioners of the world including Bill gates and Mallinda Gates to help us MAke AAtleast One University..
  16. Tax Holiday Should be given for Technology based Companies..
  17. The Use of GAS as CNG in cars should be stopped immediately bcz all the equipment r foreign made and it is tax free also, WE SHOUDL ENcourage and it should be mendatory for the car assemblors in Pakistan to Build High BRid Cars and They SHould be Tax free.. (Calculate his The amount will be much less than what we have sent on importing of CNG kits and CNG plants...)
  18. IF ANY MAJOR CHANGE IN THE CONSTITUTION OF PAKISTAN IS REQUIRED IT SHOUDL BE ON Ballot first asking people if they want it, than the ammendment should be opened to the assembly people so that they may take it and change the law.
  19. ALl the Ministers Should be approved by the majority vote of the National Assemble and Provincial Assemble.....
  20. NO Prime Minister/President, Chief Minister/Governor SHould be able to be elected more than 2 Terms  or 8 years in total.
  21. Assemble should be for 4 years term.
  22. The Assembly members should be able to impeach Dismiss the President/Prime Minister and the Speaker of the house, and only Supreme court be allowed to Hear if appealed..
  23. Same is the case with the Chief Minister/Gobvernor and High Court Should be the first deciding body and if it did not resolved the Supreme court only and both the courts be bound to decide in 45 days time each.
  24. NO Decision based on Nazria-e-Zaroorat All the judges who gave such decisions, their after retirement benifits should be taken back in full even after that case decision after complete calculations by some senior CA.
  25. IF Govt found some ones Business illegal and wants to shut it...IT CAN NOT IT shoudl Hire a certified CA, Lawyer a Business Graduate ( A Complete TEam) and THey should take care of that companies business affairs and all themoney coming in and going out should be secritinized by High Court or Supreme Court Judge every month... So that the people working in that company should not loose their RIGHT OF EARNING....
  26. All The Army Officers FROM who graduated from PMA Should be sent to PUblic or Private Universities of Pakistan to complete atleast one Masters as part of thier training.
  27. All The CSS, PCS, Judicry Employees who pass Competitive exams should also be sent to some publick or private sector university of pakistan to do his/her masters..
  28. All the Low Ranking Officers of Government should also be sent to some universities to DO a masters degree (OPTIONAL) ORCOMPLETE THEIR BACHLORS ATLEAST.. nO employee shoul dbe promoted unles he she completes atleast one step ahead education i.e matric.. bachlors, bachlors to Masters...Masters to PHD...
  29. NO Army Officer of Birgadere and above ranks should be given any posting abroad or in Pakistan Except for working or advising for some think tank.. only to uphold the honour of the seat they were incharge of, bcz previously Some of the Heads of the Institutions had help posts much lower than their ranks they served.
  30. NO PErson from any walk of life should be posted as Embassidor of Pakistan, Only People from Foreign services of Pakistan should be posted AS embassdors, High Comissions, Deputy High Comission or Deputy Embassdor of Pakistan.
  31. It Should also be mandatory for Foreign Services officer to atleast do oNE Law related degree in International LAw and International Relation-SHip Degree from Pakistan...
  32. NOO HEAD of any political Party Should be allowed to hold the post of the President or the Chairperson of the Party for more than 3 terms or 15 years n Total, This tenure should be reduced to 2 terms and 10 year in total with in 6 next years.
  33. No Political Party Should be issued Voting Signs IF THEY get less than 10% votes of the total votes cast in the previous Election. membership of Any Political Party Who gets less than 10% Votes of the total casted vote should stand cancelled at once.
  34. Education should be for all and not for speciall....Computer education should be compulsary rather than English...
  35. Every one should have a right to study which ever Religion he wants to learn in school besides Islamiyat.atleast one foreign Language Should be taught and be compulsory for students of all the masters degree programs.
  36. All the treaties signed by govt dignetarris should be approved by the assemble first and than by the senate and than should also be approved by t he president/prime minister.
  37. IF Some one brokes the Constitution of Pakistan HE Shoudl be sent behind the Bars for LIFE, and LIfe means Life not 14 years.. he shoudl die Behid bars his/her natural death.
  38. Politicans or Generals or Beuracrats who ever make wrong decision to hert the economy and to fil their coffers if found guilty should be liable for LIFE Term behind bars or minimum no more govt or public office for them and their imediate family members..
  39. Peopell Should be able to govern and they should also have the feeling of governing!
