Title different than announcements

Syed Khurshid Ahmad Shah, Federal Minister for Religious Affairs has announced that care taker government will take over on 16th instant but under what authority and capacity I dare ask? What annoys me the most is that neither President nor Prime Minister takes any notice as to why and how present ministers discuss and issue statements whatever subject one feels like irrespective of the portfolio assigned to them.

Why should we believe Khurshid about care taker government?
