It was in 1980s when a frail, short stature, old man entered my OPD in PIMS. He was supported by a colleague and friend who introduced him. 'This is Qudratullah Shahab Sahib, the author of 'Shahab Nama'. I gently held his shaky hands and slowly made him sit. According to a news item written constitution is not vital to development of a country. It gave example of Canada, United Kingdom, Israel and New Zealand where there is no written constitution but are far ahead in development.
