Guess who is he de facto CJ of Pakistan Abdul Hameed Dogar!

By Nadia Khan

He wanted to build up his house; he applied for a loan of Rs8.9million from Standard Chartered Bank Karachi main branch at a rate of 9.64 percent in July 2007. Five months later, with the tide of time he, fortunate enough to, became the Chief Justice of Pakistan, after the proclamation of 3rd Nov 2007 martial law or 'emergency plus' when he decided to take oath against the wishes of entire judiciary and his fellow justices. So on 3rd Nov 2007 he was alone, and deputed as Chief Justice.

Two days later, on 5th Nov 2007, he decided to transfer his loan to National Bank of Pakistan (NBP) under their 'Saibaan Housing Finance' scheme. This scheme offers loan at a rate of 13 percent per anum but he was offered 'balance transfers' facility from Standard Chartered to NBP at a preferential rate of mere 9.25 percent. This policy deviations were approved by the bank's high-level Credit Committee on the grounds that the applicant “is working as Chief Justice of Pakistan, NBP record shows. NBP policy committee confirmed following deviations too:

  1. Applicant to be age of 74 years & 8 months at the time of loan maturity as against the current policy of 60 years for salaried persons. As per record this loan is disbursed for a period of 11 years, hence amounting the age of applicant to 74 years & 8months

  1. As per present Saibaan Policy, rental income is not allowed to be included in applicant's total income at the time of applying for loan. However, in the given case applicant has requested to club the rental income Rs110,000 to his gross income to avail this loan facility easily

  1. The bank noted that the applicant's service period is 7 years and 5 months which has been verified from September 07 salary slip. It said the applicant is working as chief justice of Pakistan effective from November 03, 2007, and his gross salary is Rs148,250 per month as per Supreme Court of Pakistan, Islamabad, letters of November 17. “Chief Justice of Pakistan is the owner of the property i.e. House No 11/11/1, street 30 at the Defence Housing Scheme Ext V, Karachi which is already mortgaged with SCB as per bank's letter

  1. The Chief Justice of Pakistan will have to make monthly installment of Rs107,684 whereas his gross salary is Rs148,250 per month. The final repayment date is December 1, 2018, to be paid at NBP's Hub Branch. How he will make it as his retirement will be on 21st March 2009?
