I personally think dividing provinces in two smaller provinces will strengthen the Country. But this division should not be based upon language or geography. It should be purely based upon administration (area/population).
Divide all provinces, at least 20 provinces. Like this thee wont be Sindhi, Punjabi issue, and as all of them will be small so none of them will be able to become threat to country.
As far as bhawalpur or Swat is concerned, we should Honor the words of Quaid-e-azam.

in pakistan making more provinces will weaken the federation
ishtiaq baig being sindhi wants to break punjab in many pieces,its strange why not he tells sindh people to divide in many provinces too,while in sindh the cities and inner sindh divide is bigger than in punjab
also creating bahawalpur and seraiki provinces will increase hatred among provinces even more on fight for resources which will ultimately result in breaking of pakistan
and this breaking of pakisatan is the real agenda behind the movement of creation of new provinces
