One Man One AK 47 gun in this situation of terror like One Man One Vote in ideal democracy for the election to a post.

            I have no exact figure of the number of Pakistan Army, Police, Rangers, Frontier Constabulary and other law enforcing agencies like CIA, FIA etc. working in the Country. In their presence, the increase in the number of target killings in the Country compelled me to give suggestion to the Government that every person/citizen of the State should be equipped with AK 47 guns without any license or permit and free of cost because the culprits have got no licenses from any one to hold and use the guns of their choice against the law-abiding citizens.

            At present I compare the general citizens of the Country as herds of sheep and the killers with sophisticated guns as wolfs and hundred sheep cannot face a single wolf.

            Even the Commandant of the FC force was not safe and was blown in suicide attack. But in suicide attack, the attacker attacks cowardly from behind. In target killing, the attackers attack the empty handed persons boldly because he knows that there is no resistance from anywhere.

            When we say proudly that Soviet Union was defeated by brave Afghans, it was the blessing of the free use of weapons in Afghan Society that no foreign intruder has so far succeeded to occupy the Afghan territory. The use of gun is taught to them from the mother's lap.

            The upper hand of Serbs over Bosnian Muslims in former Yugoslavia was that the Serbs had sufficient military training and knowledge of use of weapons before the Civil War and that is why when the Civil War began, the loss of other groups was greater.

            When we consult our Divine Religion, there is no bar in using weapons of choice rather the Muslims have been encouraged to enhance their capability of keeping weapons and other requirements of war. People can keep weapon of their choice for their self-defence and when needed then could contribute to the State.

            The Modern Nation State undertook the responsibility of safeguarding the individuals but at the same time borrowed the concept of self-defence from Islamic laws. Hardly a few Countries have given safety to their citizens. They have adopted dual policies regarding the safety of the people. They established every kind of law enforcers to guarantee safety of life, property, etc but at the same time enacted the concept of license. Under a license a person is allowed to carry weapon of prohibited bore. At this point the law abiding citizen is handcuffed to the criminals because the law abiding citizen is not allowed by the officials to have any weapon while the criminals happen to be so powerful to defy any law of the State. Thus the ultimate sufferer is the law abiding citizen. The criminal is already a criminal being free from every restraint either of the State or of the Society.

            It is not prudent to leave the valuable lives and property at the mercy of the law enforcers because the stories of their negligence are published in the newspapers frequently. My purpose is that the people should not be vulnerable to the attacks of the criminals.

            When I think globally, it seems to me that every State is treating it citizen in the way in which it is treated by big powers. The big powers wish to have every kind of weapons of offence and defence but do not allow others to have such kind of weapons. Similarly, every State wishes to keep its citizen subdued and under pressure. Every State wishes to have strong law enforcers whether they may fulfil the requirement of law abiding citizens or may become mavericks during turbulent time.

            The concept of free use of arms would enhance the confidence of the people to depend on their own. This concept would boost the force of law enforcing agencies and the people would "contain" the attackers till the arrival of the law enforcers. At this time, the attackers face no resistance from any side.

            The Government should distribute the guns to the people free of cost with sufficient ammunition and note their names in the register kept at each Union Council. The people would effectively defend themselves from any attack. The law enforcers should only fulfil the legal formalities after any attack in addition to give any cover to the people.

            In this way each killed person would be fully exposed to the people and identified by the law enforcers that whether he belonged to any land Mafia or drug smugglers or any political party. Further investigation is only the job of the Government institutions. The job of the people is only to kill or arrest the person who attacks the people of the area.

            One aged person said, when I shared my idea with him, "long before the creation of Pakistan and India, when any guest used to visit the hujra (sitting place for the males in Pakhtun areas) of another person in the village, the guest willing used to hand over his weapon to the host which the host used to keep in safe custody till the departure of the guest. The guest was not supposed to hold any weapon in the hand sitting in the hujra because that was done as precautionary act. No one confidently could say that whether the guest visited the place with good mind or bad mind but his safety was the duty of the host. This custom ensured the safety not only of the hosts but also of the guests.

            In this age, some are using advanced technology while others become prey to them. Each one is helpless before the arms holders. If a person is killed having gun in the hand, he would feel no sorry because then the destiny would comes to play at the moment.

            There is no need to call the Army for the law and order control because the people need to be strengthened. It is up to the Government to think over the suggestion; the situation has not got out of control everywhere yet.

KARACHI: Interior Minister Rehman Malik, who arrived in the city on Thursday, declared that orders had been issued to Rangers and the police to shoot and kill miscreants and claimed that the government had chalked out a new strategy to deal with the terrorists and the Taliban in Karachi.

He also hinted that the Army will be called out if needed, to deal with the elements involved in destroying peace. Rehman Malik also visited the MQM head office, the residence of slain MQM MPA Raza Haider and the ANP leader's house and offered condolences. Sindh Governor Dr Ishrat-ul-Ebad accompanied the interior minister.

Talking to the media at the airport here and later after a meeting with the party leaders at the MQM headquarters Nine Zero, Rehman Malik warned terrorists and criminals to desist from making mischief in Karachi or be ready for stern action.

The interior minister said that Prime Minister Yousuf Raza Gilani will be arriving in Karachi on Friday (today) to hold meetings with all the coalition parties over the unrest in the economic hub. He promised that important decisions would be taken,claiming that the law and order situation in Karachi was stable.

Giving a 48-hour ultimatum to the Taliban, land, drug and arms mafias to stop their activities, Rehman Malik said the government had planned a strategy to deal with them and claimed that people would witness a visible improvement in the situation in the next 24 hours.

Appreciating the patience of the MQM chief Altaf Hussain and his advice to party workers for patience, Rehman Malik said that the PPP and the MQM chief wanted peace in Karachi. He said the federal government was considering a judicial inquiry on the Karachi situation and announced that the son of slain MQM MPA Raza Haider will be given a job in the Federal Investigation Agency (FIA) or the police.

He claimed that Karachi would return to normal in the next 24 hours after a change in the strategy to effectively deal with the terrorists and hired assassins. He said the government had changed its strategy for dealing with the terrorists, criminals and hired assassins in the city and results would be seen soon.

The interior minister admitted the presence of a large number of weapons and ammunition in Karachi. He also declared that there was no political pressure on the government for action but added that those elements involved in terrorist activities in Swat, Malakand and Balochistan were behind the unrest in Karachi as they had planned to destabilise the economic hub of the country.

At Nine Zero, MQM leaders, Anis Qaimkhani, Babar Ghouri, Raza Haroon and Wasay Jalil, briefed Malik about the situation. ANP provincial leaders Shahi Syed, Amin Khattak and other leaders were also present.
