EVERY CALL BY BANK'S COLLECTION AND RECOVERY TEAM IS TO BE RECORDED (SBP BPD Circular No.13 of 2008 ).. SO IF YOU RECEIVE CALL BY MOBILE BE AWARE AND REPORT THE INCIDENT TO SBP COMPLAINT CELL AS THERE IS CHANCE THAT THE CALL HAS NOT BEEN RECORDED. ESPECIALLY IF THE PERSON CALLING SPEAKS HARSHLY etc.

If every one is allowed to take law into its own hands, apply force, threat, use abusive language, insult the one from whom he has to obtain remedy then we will be making way for a lawless society. It will cause the rule of "might is right" to prevail and the "rule of jungle" to get established.
Unfortunately, for many years the banks in Pakistan are functioning in the same way. The banks have become threat to public peace and order. They hire the criminals to recover their amount who use all violent measures to do the job. They insult the debtors. It is a universal principle of humanity that No human being has a right to degrade his fellow being. This continued and authorities kept their eyes closed till an innocent boy lost his life by suicide as he couldn't bear the insult of his mother and sisters in the hands of the recovery staff.
At this point the courts were moved and the notice of this circumstance was taken. Sindh High Court issued notice to banks and called the presidents of many banks. SBP was asked to frame recovery rules so BPD Circular No. 13 of 2008 was issued. Now the things have got better but not fully reformed.
I will INSHA ALLAH submit another file containing pieces of news about banks ill behavior and objectionable practice that is creating nuisance in our society.
Some bankers still continue to harass the customers. Collection staff is still reported to have made harsh calls with insulting attitudes.
When bank staff are asked about it they say that customers are defaulters why don't they return the amount. They further say "customer's default is against national interest . They forget that the High Court has laid down that for recovery of amount banks can only take resort to banking court only. Surely The banks may also write reminders. And can also make calls, at only convenient times as specially mentioned in the circular of SBP, and can convey their demand of money in polite, professional language. They can't yell at debtors. They can't assault or insult their customers.
As earlier said that no civilized society allows its citizens and legal persons to take law in their own hands. It will give rise to a lawless society.
As regards the card of national interest, generally played by banks, we all know that they do so not for the sake of national interest but for their incentive money. They are paid on average about 50 thousand rupees as incentive for which they adopt whatever inhuman way they can to extort money.
Further it is always the non-influential small debtors who are so insulted by the banks staff, and their hired criminals. These persons doing their jobs for the so called interest of nation can never dare to pursue the influential politicians, businessman and other people in similar capacity. These are the people who got their billions of rupees write off. Only the top management and president may dare to call them. No banker can dare to speak loudly to them. The top management don't get tired of calling them, "Sir, Sir, Sir"¦." . Their loan is rescheduled and written off. Their personal guarantees are never pursued. WHY??? If unsecured loan from consumers can be recovered why not the personal guarantees of the huge corporate entities anc businessman can be recovered? Because the banking terrorism is for poor and bank pursue the national interest against poor who had taken a small amount. Banks don't pursue the rich who take loan not for urging need but for expansion of business. On the other hand they pursue the financially depressed class of consumers. During advancing credit cards their sales staff give wrong particulars and issue credit cards for their commission who can't pay back. The consumers are not told the true situation and charges in the beginning . They are not given time to read agreements.
See this is the interest of nation that banks are pursuing by insulting the vulnerable class who has availed consumer financing mostly on misrepresentations of bank's marketing staff.

For banking court and high court though you can appear in person but if you are altogether stranger to the courts you may feel hesitant. But your case is so strong and well founded in case of banks' bad attitude that you may take resort to these forums by hiring an average lawyer whose fee is not high.
Your every call is recorded bankers can't escape liability
You may also report the numbers from which you receive call.. unregistered cell numbers and the numbers that are not registered on the name of user is a crime.. Report to PTA and SBP
If you come to know that your caller is disclosing wrong name report the event as he/she is bound to disclose its identity under SBP Circular 13 of 2008
If you receive call from Cellular phone report the event whether the arrangement has been made to record the call as the Circular 13 of 2008 make it necessary for banks to record the call"¦ File complaint to SBP Complaint cell immediately as it is not likely that the recording arrangements are made..
Any harassment to your family is strictly taken by courts. You are not liable for the default of your brother , son and father etc.
