ISLAMABAD: The new Pakistani ambassador to Syria, appointed by President Zardari, has summarily sacked the entire staff and faculty of the Pakistan International School in Damascus and appointed almost all his immediate family members for a collective monthly salary of $38,000 (Rs3.2 million).

The sacked teachers and staff members of the school run by the embassy, who were removed for no reasons and without any prior notice, have been compelled to go into litigation against the Pakistan Embassy, The News has learnt.

The Pakistan International School in Damascus is run by the embassy of Pakistan but within five months after the arrival of new ambassador, Aminullah Raisani, in September 2009, the management and faculty of the school was changed altogether without giving any reason and the school was stuffed with the relatives of the ambassador.

According to the list of newly inducted teachers Saeeda Yasmeen Raeesani has been appointed as Principal. She is sister of the ambassador and is drawing $6,500 per month as salary while the previous principal Syed Tauseef Bokhari was getting $2,500. Another sister, Ms Abbas, has been appointed as Urdu teacher for $3,500 per month.

Two daughters, Amna Aminullah Raeesani and Quratulein Aminullah Raeesani, have been appointed as teachers. These two are getting $3,000 per month as salary while the school was paying only $1,700 for the same job to previous teachers.

Mohammad Ishaque, brother-in-law of the ambassador, has been appointed as accountant for $3,500 per month while the same job was previously with one Imran for just $900 a month.

Attique-ur-Rehman and Syed Muhammad Ali, ambassador’s nephews, have been appointed as business teachers for $3,000 a month while the same job was done for $1,500 only before September 2009.

Nayla Atiq, granddaughter of ambassador’s sister, is working as Maths teacher for $3,000 a month while her predecessor was drawing $1,700 a month as salary. Ali Abdullah, the son-in-law of ambassador’s sister, and Muhammad Ahsan Shafique, ambassador’s cousin, have been appointed as teachers for $3,000 a month while their predecessors were drawing $1,500 a month.Another cousin of the ambassador, Rasheed Chattha, has been appointed as biology teacher for $3,500 a month while previously Ms Manal Sileman was doing the same job for $1,500 a month.

Ms Manal Sileman, one of the Syrian teachers of the Pakistani school who has been sent home without giving any notice and without any reason, while talking to The News from Damascus on phone said that it was strange that an ambassador instead of running the affairs of the embassy was keen in the business of the school.

She lamented that the ambassador has imported Chinese shoes and made it mandatory for every student to purchase those shoes at much higher rates. She said that the school was being ruined as the new incompetent teachers have been hired for more than double the salaries the previous faculty was getting.

Another teacher Saad al Hassan said that he has gone to the court with a heavy heart because he has served the school and Pakistan and now the court will issue an order against the Republic of Pakistan.

He said that he has respect for the Pakistani nation but because of a few people he has been compelled to go into litigation against the embassy and according to the Syrian laws the Pakistan Embassy in Damascus could be heavily penalised.

Saad said that the school was rated among the best in Damascus and the elite, including the foreign minister of Syria and deputy foreign minister, had started sending their kids to the Pakistan International School of Damascus but with the advent of new administration many have opted for other schools in the city.

He said that last year the school won eight gold medals in the Cambridge examination and the income of the school in 2006 was US$2,042,400 per annum and it rose to $4,774,000 per annum in 2009 with the number of students almost doubled i.e. from 600 to 1,100.

Ambassador Aminullah Raisani was too busy to talk to this correspondent. However his spokesman Zahid Ali who works as Counsellor in the embassy denied all these allegations. He said that the previous management was incompetent that was why it was sent packing while competent people have now been inducted in the school.

Zahid said that it was not true that the newly appointed teachers were drawing more salaries than the previous management. “We write to the Foreign Office of Pakistan about our tasks here,” Zahid replied when asked about some teachers going into litigation against the embassy.

QUETTA: Balochistan Chief Minister Nawab Muhammad Aslam Raisani on Tuesday said a degree is a degree whether it is authentic or fake. Soon after the budget session in the provincial assembly when asked whether his government was in danger due to the issue of fake degrees, Raisani said no matter what happens he was safe in his house. When his reaction was sought as whether those members of the assembly having fake degrees should face disqualification or not, he insisted on the same. When asked if so many MPAs were disqualified then what be the impact on his government, the chief minister said that he lives in his own house even today and it would make no difference for him, simply he would continue living in the same house in future. To a query about the construction of roads in the province, he said that he would get funds for construction of roads released after meeting the concerned authorities in Islamabad.About the issue of distribution of water among the provinces, Raisani said that he would go to Islamabad on Wednesday to attend a meeting on the water issue and if he was asked to play the role of a mediator then every province would get its due right. To another question, the chief minister warned that the land of Balochistan would not be allowed to use against any of the neighbouring countries, and “we would resist if some one attempted to use our land”. To yet another question about the strike of doctors in Balochistan, he said that the strike was illegal in the province; however, he would raise his voice for the missing doctors at every forum. Later, Chief Minister Nawab Aslam Raisani advised the unemployed youth protesting against the unemployment to join politics and become ministers in their bid to end unemployment. The surprise suggestion came from him when he appeared outside the Balochistan Assembly building to meet the unemployed youth protesting against unemployment.Raisani maintained that it was not a good thing to block the roads and resort to protests for their demands in routine. However, he said that his government was striving to provide employment opportunities in the province, however, he advised the protesting youth that those who were jobless they may join politics and become minister. On the occasion, he assured to resolve the issue of the educated youth, on which the protesting youth ended their protest and dispersed peacefully.Earlier, the unemployed youth had also lodged a protest against the unemployment in front of press club from where they moved to the Balochistan Assembly.

RIASANI FAMILY REAL FACE AND SCHOOL OF THOUGHT Balochistan Chief Minister Nawab Muhammad Aslam Raisani said that a degree is a degree whether authentic or fake. “Raisani” are one of the largest feudal and a tribe having “unique innovative ideas, philosophies”. Raisani sardars teach their children abroad, keep their money abroad in order to serve Balochs in Pakistan much better. Like Nawab Aslam Raisani’s statement on degrees made all of a sudden popular internationally recently another Raisani got international fame in the diplomatic circles. Within 5 months of his appointment as Pakistan Ambassador to Syria he recruited almost his entire family in Pakistan International School Damascus replacing the old staff and thus arranging a monthly earning of Rs. 3.2 million for the family. When the Chief Justice of Pakistan took suo moto notice of this, this Raisani produced in the court a letter purportedly written by the Chairman of the School Board of Governors Mr. Gaith Pharoan addressed to the Editor-in-Chief of a Pakistani newspaper praising the excellent services of the “Raisaini” for the school. The Chairman Gaith Pharoan however disclaimed this letter. Mr. Gaith Pharon is a Saudi who has invested billions of dollars in Pakistan like he owns Pakistan’s most famous Attcok Oil Company. During President Zardari’s February 2010 visit to Syrian as a sign of love for Pakistan Gaith R Pheraon agreed to bear major share for construction of an international standard mega Benazir Bhutto Auditorium in Damascus. He has now resigned as Chairman of School Board clearly wording in his resignation letter about the nepotism and favouritism by Ambassador Raisani adding the word till you Mr. Raisani “leave” Syria. A real honour and a unique innovative “gift” the word “you leave” for Pakistan. A degree is a degree whether true or fake is an innovative tribal thinking and ideology. I am sure under the same philosophy and the innovative ideological principles, if a girl gives birth of an illegitimate child in the “Raisani Tribe”, it would be a “Raisani” son/daughter of the father/mother whether out of Shariah compliant marriage or through extra curicurm vita and not a “Kora kori” case.

Mr Amjad, do you know why more and more people are coming on this forum and favoring Mr Ambassador, because i have provided proofs and clarified each and every allegation against him. Now every one knows that whats happening. 95% percent of your comments are same just writing again and again same things written in the article. Now tell me what do you want? Just tell us.

No wonder it is hard to understand because it doesnt make any sense... Number of Moiz bukhari was supposed to be provided by you amjad sahab. Im saying that present Ambassador Aminullah Raisani's Number is available on Syrian embassy official site. And the number is recognized. And apart of all things please its a request that when ever you write ALLAH name, write it with Capital A. Your last comment was hard for me to understand.

Mr Amjad in all your comments you are providing only numbers but no proofs. No one really knows while talking on phone that on other side who really the person is. And if you are asking about bringing Mr Moiz bukhari on forum then again let me remind you that it is internet. And if you think that these type of allegation can be clarified on phone then it is very easy to get number of Mr Ambassador from official site of Syrian embassy and not only you but any one who has any doubt can clarify that what really is his status and what really is going on. And if you really want to clarify these allegations, i can try to get Mr Ambassador,s personal number.

but i cant thanks to any person for condemning nepotism except mr nr qazi coz i see here only one person is talking against nepotism and coronyism and as for as concern to link about relations of tosief bokhari with mr moiz bokhari i will try to give phone and mobile number of mr moiz bokhari.and then anyone can ask about relationship of tosief bukhari with moiz bukhari.and also i will try to contact with moiz bokhari to bring him personally on this forum.but thats all i can do it.and i can see alot people or alot ids are favouring aminullah raisani.but i dont think they are on HAQ.I mean on wright way

The case of Roger Tamraz has pushed Bill Clinton's fundraising follies to a more sinister level, and ensnared a host of Clintonites along the way. Don Fowler, chairman of the Democratic National Committee, interfered with the National Security Council on Tamraz's behalf, enlisting the CIA to help the party chase big bucks. And it was Anthony Lake's obliviousness to this abuse of security staff that killed his own nomination, in spite of the self-serving preachments about a confirmation system "gone haywire." For the wheeling-dealing Tamraz, however, it was business as usual.

A nattily dressed Park Avenue businessman with just a trace of a French accent, the 57-year-old Tamraz has exploited politicians and intelligence services for nearly a quarter of a century. His career moves in circles that transcend national boundaries, ethnic conflicts, and party lines -- and he divides his time between New York, Paris, and Detroit. Though this go-round he was dealing with influential Democrats, his oldest allies in the U. S. have been the Texas oil Republicans, including the late John Connally.

He is also frequently referred to as a "fugitive banker"; Tamraz is dodging an outstanding Interpol warrant from Syrian-controlled Lebanon -- which he dismisses as retaliation for his dealings with Israel. But another set of ties goes deep into the notorious Bank of Credit and Commerce International (BCCI) scandal which plagued George Bush and may yet taint the Clintons. So far, press attention on the Chinese infiltration of Clinton's fundraising apparatus has ignored another primary source of foreign influence-buying -- Arab money. And this is where Roger Tamraz becomes such an important player.

A civilized man

Tamraz is the son of a self-made millionaire, and was raised in Egypt to be part of the cosmopolitan Middle Eastern elite. He spent his childhood in Cairo's exclusive Zamalek district; he attended British grammar schools, across the street from which British officers played cricket and rode polo ponies at the fashionable Gazira Sporting Club.

After taking a degree from the American University in Cairo and studying economics at Cambridge, Tamraz crossed the Atlantic in the early sixties to take an MBA at the Harvard Business School. The contacts he made on the banks of the Charles helped shape his role as an agent for the Arab elites. In 1967, Tamraz joined the Wall Street firm of Kidder Peabody, and he didn't take long to make his mark. Just two weeks into his tenure at Kidder, he proposed a rescue plan for the Intra Bank of Beirut that had recently failed; he soon wound up working on the project.

In late summer 1969, a coup in Libya started a chain of events that greatly increased the prospects for a Harvard MBA with a Middle Eastern background. When Muammar Qaddafi, then a young army officer, overthrew King Idris IV, he promptly nationalized the oil industry. The pro-American Shah of Iran needed money for his own ambitions, and started to jack up the price of his oil. Major oil companies had meanwhile underestimated consumer demand; the ensuing shortfall was widely misread as the start of a global exhaustion of fossil-fuel reserves: the "energy crisis" was in full swing. As Petrodollars flooded the Middle East, middlemen like Tamraz fell into the fabulous business of reinvesting the wealth in the West. But recycling that money wasn't quite the clean or efficient process that starry-eyed Western bankers thought it would be.

By 1973, Tamraz was ready to leave Kidder to found his own investment bank, the First Arabian Corporation. Now Tamraz was acting as the highly visible front man for a shadowy but powerful group of Saudi backers, the most intriguing of whom was Sheikh Kamal Adham. Called al-Turki because he was raised in Istanbul, Adham was the brother of the late King Faisal's favorite wife, Queen Iffat. During his reign, King Faisal used Adham as something of a one-man intelligence agency; with help from the real CIA, Adham did the job surprisingly well.

Tamraz found an even more direct royal connection in Prince Abdullah bin Musaid bin Abdul Rahman, whose father had helped rescue the kingdom from bankruptcy in a late 1950's stint as finance minister. Another major shareholder was the wealthy (but non-royal) Sheikh Salem bin Ladin, a scion of the kingdom's largest construction contractor. (A renegade relative, Osama bin Ladin, was ostracized by the family after throwing in his lot with religious extremists. See "Terrorism in Our Face," TAS, April 1997.) But the shareholder destined for the most notoriety was a classmate from Harvard Business School named Ghaith Pharaon.

 

Taking Detroit

Tamraz began to work the intersection of oil money and American politics in late 1973, with the rescue of Detroit's Bank of the Commonwealth. Local businessmen were trying to put the troubled bank back on its feet when they received a feeler from a Texas lawyer. The lawyer was Frank Van Court, from the Houston firm of Vinson, Elkins, Searls, Connally & Smith, whose name partners included John Connally, former governor of Texas and secretary of the treasury under Richard Nixon. When Van Court came to Detroit he brought along Tamraz, who told the bank owners that he was financial adviser to a yet-unnamed Middle Eastern figure. After nearly a year of soundings, Tamraz told the Detroiters he represented his Harvard classmate Ghaith Pharaon.

Pharaon had gone to high schools in Paris and Beirut and then studied petroleum engineering at the Colorado School of Mines; later he switched to business at Stanford and Harvard. His father's court connections helped him launch his holding company, Saudi Research and Development Corporation (REDEC) in 1966. By 1974, Pharaon claimed an annual income of $300 million, fueled by middleman commissions from Western companies looking for Saudi business. He was pouring his apparent wealth into American hotels, chemical and oil companies, and banks. On the eve of the Detroit deal, Pharaon had emerged as a major shareholder in Armand Hammer's maverick Occidental Petroleum Company.

Pharaon went public as new owner of Bank of the Commonwealth in February 1975. He was welcomed warmly by the auto industry, which had been pursuing its own deals in the Arab world. But when his connections couldn't help the bank after a year of shrinking business, Pharaon turned to Tamraz for help. Tamraz's First Arabian stepped in to buy out Pharaon's shares and pump another $10 million into Bank of the Commonwealth; the group then installed Matthew Steckel as Commonwealth chairman. Steckel had been executive vice president of First Arabian and a Harvard Business School classmate of Pharaon and Tamraz. Pharaon continued to have an interest in the bank and a partnership with Tamraz.

 

The Pharaon Connection

Far from turning Pharaon against banks, the experience in Detroit seemed to whet his appetite. The First Arabian bailout freed him to expand holdings elsewhere. In September 1977 he became part-owner of the Main Bank of Houston, a smaller institution with its own problems. His highly interesting group of co-owners included John Connally, who was then beginning to consider a presidential run against Jimmy Carter. The other major figure was the Saudi banker Khaled bin Mahfouz, whose father had founded the largest privately owned bank in the kingdom, the National Commercial Bank of Saudi Arabia. According to one history of the BCCI, Connally introduced Pharaon and bin Mahfouz to Herbert and Bunker Hunt, heirs to the Hunt billions, and the Saudis joined in the Hunts' ill-fated attempt to corner the silver market, which made them all much less rich. In addition to this disaster, bin Mahfouz and Pharaon were later entangled in the largest single bank scandal in history.

Pharaon's troubles started in late 1977, when he bought the shares in the National Bank of Georgia belonging to Jimmy Carter's political confidant, T. Bertram Lance. (One unsuccessful bidder for those shares was Mochtar Riady, owner of Indonesia's Lippo Group, who later found another entry into American politics. The deal was handled by Jackson Stephens of Little Rock's Stephens Inc.) Pharaon set up shop in Savannah, Georgia, making it the headquarters of his American subsidiary, Interedec Inc. He soon bought the nearby former estate of Henry Ford II and threw lavish parties whose guest lists ranged from the likes of Carter to Alexander Haig.

Only later did it emerge that Pharaon was not using his own money in the Georgia deal; as he would in later deals, Pharaon was acting as a front man for BCCI. Since it had begun operations in 1972, BCCI lost money steadily, seeking high profits by providing services to drug lords, arms dealers, spies, and terrorists -- and covering its deficits by fraud. By the time it was closed down in 1991, the bank was hiding a shortfall of nearly $12 billion, making it easily the largest single bank fraud in history. BCCI concealed the fraud by dazzling Westerners with lists of wealthy Saudi shareholders, prominent among them Tamraz's partner Kamal Adham and the Main Bank investor Khaled bin Mahfouz. Both Adham and bin Mahfouz later arranged plea bargains with Manhattan District Attorney Robert Morgenthau, the most aggressive of the BCCI's investigators.

Barred from a full-scale U.S. presence by suspicious regulators, BCCI was trying a back-door entry into the American system throughout the eighties by illegally taking hidden ownership of several different banks. From 1977 to 1982, Pharaon bought shares in the National Bank of Georgia and then turned them over to a BCCI-controlled bank chain based in Washington, D.C. -- First American Bankshares, Inc.

In 1985 Pharaon was also involved in buying the Independence Bank of Encino, California, which BCCI's number two man later testified was meant to be the base for an eventual BCCI relocation to the U.S. Two years later Pharaon plunged into the savings and loan racket by purchasing a quarter of the shares of Miami's Centrust Savings Bank. A sale of bonds to BCCI kept Centrust afloat until 1990; when regulators took over the Miami thrift, they discovered some $2 billion in losses, making it one of the largest casualties of the S&L debacle.

Pharaon invested in Independence and Centrust in spite of his own financial problems. In the mid-eighties, the putative energy crisis had turned into an oil glut. Along with other Saudis, Pharaon began to take large losses -- and in December 1985, his REDEC declared a moratorium on its debt. His main profit center came to be his illegal fronting for BCCI purchases. (An administrative law judge for the Federal Reserve last year estimated that Pharaon made a profit of $91 million in selling Bert Lance's old bank to BCCI.)

Pharaon is now a fugitive from federal and New York State bank fraud charges, and the Federal Reserve Board of Governors earlier this year fined him $37 million for lying about the takeover of the Independence Bank.

 

Not in the background for long

After the Detroit bail-out, Tamraz appears to have kept Pharaon at arms length. His name doesn't show up in any of the Saudi's more notorious deals, or in the heyday of the BCCI. But one of Tamraz's reported interests played a crucial role at a second degree of separation. The European financial press identifies Tamraz as an organizer of the Paris-based Banque Arab et Internationale d'Investissements (BAII), originally jointly owned by two consortia of sixteen Arab banks and twenty-one non-Arab ones. (Like the BCCI, the holding company was based in Luxembourg, which had limited resources for regulation.) The BAII had close links with BCCI, even hiring a BCCI director as its chief executive.

The BAII provided cover for BCCI. It helped fund the takeover of First American. According to the Federal Reserve, it provided a letter of credit for Pharaon's purchase of Independence Bank, without mentioning that the financing was backed up by the BCCI. The BAII had bad loan problems of its own, and in the summer of 1990 it was taken over by the Banque Nationale de Paris, the French central bank, at a loss of $100 million.

Tamraz re-entered BCCI's orbit after it was seized in 1991. He offered to pick up the pieces of the bank and pay depositors 90 cents on the dollar. But his still unidentified backers soon learned how much this offer would really cost, and the deal collapsed. (The ultimate rescue, negotiated with majority shareholder Sheikh Zayed of Abu Dhabi, paid about 40 cents on the dollar.)

Tamraz makes an interesting parallel with Mochtar Riady of Lippo Group. Perhaps the most spectacular of the BCCI's failures came in Hong Kong, where it sparked a bank run and wiped out a good part of the fortune of the famous Burmese opium warlord Khun Sa. Lippo was the leading contender to take over BCC (Hong Kong) Ltd., until the losses turned out to be much higher than expected.

In the current uproar over Tamraz, his links to Pharaon and BCCI have largely been forgotten. Tamraz emerged as a political contributor in the fall of 1995, when he donated $50,000 to the Democratic National Committee. In the off-election year, his contacts at the DNC suggested the best use of his cash would be the tight race for control of the Virginia House of Delegates. On August 25, he gave $25,000 in his own name to the Democratic Party of Virginia, and followed on October 19 with $75,000 in the name of Tamoil, Inc. By the end of 1996, his state and national Democratic contributions totaled $177,000. After Tamraz opened his purse, White House doors opened to him. He attended four of Clinton's coffee tastings, making him one of the most frequent outside guests.

Tamraz had plenty of business to talk over with the administration. His most publicized current project is construction of a pipeline to bring untapped Caspian Sea oil reserves to the West. Since the collapse of the Soviet empire, Central Asian oil has been the focus of much geopolitical wrangling. Caspian reserves could equal those of Kuwait or even Saudi Arabia -- and four pipeline consortia are already exploring routes through the tricky terrain of Russia or Iran. On June 6, 1995, Tamraz announced his own plan: his New York-based Oil Capital Corporation wants to build a $2 billion pipeline spanning the Caucasus and traversing Turkey. The Tamraz route would avoid Russia and Iran and eliminate the shipping bottleneck of the Bosphorus, but it requires the diplomatic feat of reconciling newly independent Armenia and Azerbaijan, whose ethnic rivalries span millennia.

Another problem is that the bulk of Tamraz's financing is pledged by the People's Republic of China. The China Petroleum Engineering and Construction Company, owned by the China National Petroleum Company, agreed to put up $1.5 billion, and provide engineering, construction, and raw materials.

Shortly before announcing the project, Tamraz spelled it out to a National Security Council specialist on June 2. The meeting went badly. NSC official Sheila Heslin, who handles Central Asian and Caspian Sea affairs, later told the Wall Street Journal that she felt his pipeline proposal didn't have much chance and recommended against further meetings with him.

 

Unsavory friends

Tamraz is still thought perhaps to have tried to intercede with the American government on behalf of both Saddam Hussein and Muammar Qaddafi. In 1983, Tamraz bought a northern Italian chain of gas stations and a refinery from Chicago-based Amoco, calling it Tamoil. Two years later, some $200 million in debt, he sold 70 percent to the Libyan Arab Foreign Bank, rejecting a bid from Kuwait. After the United Nations slapped a partial embargo on Libya over the terrorist bombing of Pan Am flight 103, Libya turned over a controlling stake in Tamoil to private Italian investors. But the company still appears on the U.S. Treasury's list of blocked foreign assets under the name Gatoil Suisse, SA.

Proud of his name recognition, however, Tamraz brought the Tamoil label to the U.S. in 1995, incorporating an American version in Delaware. He denies there's a connection to Libya, and on the surface the U.S. hasn't let up on Qaddafi. In August 1996, Clinton signed a bill imposing unilateral sanctions on companies doing business with those countries. According to backers of the measure, however, the original administration version applied only to Iran; Congress added Libya. But the administration has been slow to enforce the law against Tripoli, and in October, Qaddafi even endorsed Clinton for president.

The Caspian pipeline and Libyan sanctions make a pretty full agenda by themselves, but there are still areas where Tamraz might have wanted to exert influence. Both the Bush and Clinton administrations have shown a marked reluctance to get to the bottom of the BCCI case, which is why the lead in unraveling the fraud has fallen to Manhattan D.A. Robert Morgenthau. His complaints about the non-cooperation of the Justice Department under Bush Attorney General Richard Thornburgh may have been a major factor in Thornburgh's failure to win the U. S. Senate race in Pennsylvania in 1990, an upset widely misread as a demand for health-care reform. But curious things have happened under Clinton, too.

In July 1994, a crucial witness named Abbas Gokal decided to cooperate with Morgenthau's investigators; while en route to New York, police arrested him in Frankfurt in the name of Great Britain's Serious Fraud Office. The British had apparently been tipped off by the American State Department, and Gokal remains in British custody. That same month, the Justice Department sponsored a plea bargain with the BCCI's number two man, Swaleh Naqvi, provoking an unusual protest to the sentencing judge from Morgenthau. "Naqvi has consistently failed to proffer new information in a significant investigation or prosecution of unindicted individuals or anyone else in the United States," Morgenthau wrote. Privately, other investigators say Naqvi was rewarded for not talking.

One of the cases that Naqvi could have helped reached into the White House. A former BCCI official named S. K. A. Akbar left the bank in 1986 with about $27 million in hush money to found a commodity trading firm called Capcom. (Its major shareholders included Kamal Adham.) Capcom had extremely close ties to the Chicago firm Refco, from which Hillary Clinton made her killing in cattle futures. (See "The Ties That Blind," TAS, August 1994.)

Naqvi was represented by the well-known former prosecutors Joseph DiGenova and Victoria Toensing, who were then partners in the law firm of Manatt, Phelps & Phillips. The head of the firm, Charles Manatt, was a former Democratic National Committee head; another partner was Clinton fundraiser and trade representative Mickey Kantor. Internal BCCI documents are said to show that the bank used the Manatt firm to lobby the National Security Council in 1992 in an attempt to close down Morgenthau's Manhattan investigation.

 

Familiar faces

As noted above, the fatal blow to Anthony Lake's nomination was the discovery that Roger Tamraz had used the CIA to lobby the NSC. When NSC specialist Sheila Heslin recommended a cold shoulder for Tamraz, Democratic National Committee chairman Don Fowler produced a favorable memo on Tamraz from a CIA specialist (who later went to work for Tamraz) and paved his way to the White House.

It wasn't the first time Fowler had crossed paths with Arab money. In 1978, when Fowler was Democratic Chairman of South Carolina, Jimmy Carter named the former South Carolina governor John West as ambassador to Saudi Arabia. Prominent Southern Democrats soon began to do big business in the Kingdom of Saud, and one of these was Democratic National Committeeman Charles Ward, who owned a school bus manufacturer in Conway, Arkansas. Ward Industries landed a big contract to provide buses for the annual pilgrimage to Mecca, and received a $3 million loan from the BCCI. Ward went to Saudi Arabia to drum up more business, and took along as his consultant none other than Donald Fowler.

Now, we know, Fowler brought Tamraz to the White House. Tamraz brought Pharaon to Detroit. Pharaon brought the BCCI to the U.S.. The BCCI brought a loan to Ward Industries, which brought Donald Fowler along for the ride. One suspects that the case of Roger Tamraz may soon become central to the investigations of troubled Democratic fundraising.

why Ghaith refused that he send the letter?
First about the letter of ghaith. Mr ghaith was not participating any more in this problem and pulling out of this all mess was because he is a wanted person of Interpol. And that is why he is scared of being arrested in Pakistan.

And the other most important thing is that Mr Tousif Bukhari and Moiz Bukhari are also relatives...

The thing which is in my knowledge is that, that the letter of ghaith which was provided by  user name baksh was really sent by Ghaith. Because if you read it carefully you can judge by some important points that Ghaith mentioning his family Background and also Telling that The News group should come and visit the school on his expense and many like that. we can assume that this letter was sent by Mr Ghaith. If Mr AminUllah has to write the letter for himself he should be writing the things to the point. And he would never ever write that The news team should come on his expense and visit the school..

I think if any person is given a job because he is Qualified, there is nothing wrong. You are not understanding the point. The Pakistanis are getting more benefit then syrian teachers thats why they are against these pakistani teachers. 
Pakistani teachers are given more benefit because they come to syria leaving there beloved country Pakistan. And while leaving they dont bring there homes or there facilities with them. So thats why pakistani teachers are benefited more. if you think that pakistani's should not be treated well outside there country then tell me.

I think if you should go to syria have a visit of the school ask about Mr Ambassador from any one im sure every one will speek in his favor. Its just because he is a nice man. If you are at high post and i just post any fake article about you like this what would you do. Its just natural that so many people are coming in Ambassadors favor. If no one would be favoring then still you would be saying that he is a bad guy because no one is supporting him. Its just that you have made yous mind that Mr Aminullah raisani is a bad person. The problem isn't if he has only employed one sister out of his many sisters...employing even one is nepotism my dear sir. In 2003, my own maternal uncle was an ambassador in a middle eastern country. I was also naive enough to think that he can get me a job any where. I especially took leave from my existing job for one month and went to his home. He treated me very well at his ambassadorial residence; every where I wanted to go, he sent me with his driver, but he told me very frankly that finding a job is my own problem. He wanted to get some soveniers made from pakistan so he could gift it to other ambassadors. Try as he might he could not get Rs.3000 approved from Ministry of Foreign affairs for this purpose and finally I had to bring those soveniers back to pakistan and return it to a manufacturers. Such should be the tight controls of Government that no one should be able get his personal whims done. The otehr problem is we bring up a lot of issues on this forum in the interest of Pakistan. This is the first ever time that so many 'voluntary' people have come up in the defence of ambassador sahab which kind of looks artificial or bias. If he is Nawab ibn-e-nawab so what; he should be as accountable as any of us.

Amjad Sultan just proof that Mr touseef was very Qualified. Show us some proves like Mr bukhsh has provided not just of principal but all of the staff. Mr AminUllah Raisani is the eldest son of fromer governor Baluchistan Nawab Ghaus Bakhsh Raisani also former Agriculture minister in Baluchistan. He has eight step brothers and only 1 step sister married to Nawabzada Hamayun Jogezai. So the point that the principal of pisod is Ambassadors sister. or other teacher who's name is mentioned. and he is a balouch so how a balouch can have relatives like chatta aur syed and other names that are mentioned to be the relatives of Mr Ambassador. These all Propaganda articles against cant harm any one. Because these types of claims are without any Proves and Baseless. Mr nrqazi in one of your comment that where that lady has gone who said that she has filed a case against The school embassy and ambassador. Then ask Mr Amjad that what happened. why she has not filed a case. and if she has what is the outcome. 
Saying that the proves provided by Mr Bakhsh are fake, also seem to me very childish thing. Every one knows at this level no one take a risk of providing fake proves to every one specially on a forum like this. i Have read those proves and nothing was wrong with that.

The think that you are working on some person's agenda who does not like them. Shah Bakhsh provided all the documents on the netbut, you say that they can be made through the lattest technology. The readers also know that there is Higher Education Commission to approve or disapprove the qualification certificate and other documents also can be attested by the relevant departments.Dont make a fool of the modern age readers, thay have got the knowlede of everything. But ever since the present ambassador took charge and started recruitment of teaching staff out of his 'family tree', it has been ruined beyond recognition. If the government wants to improve the life of the poor and oppressed people of Balochistan, it cannot achieve this objective by doling out such sensitive posts as a political bribe to incompetent and corrupt persons who have been exploiting the poor Baloch for centuries. During these critical times, Pakistan needs career diplomats and not political appointees, who can improve country's image, rather than ruin it like the one posted in Syria now. The government needs to look into the matter of the Benazir Bhutto memorial project at PISOD, Damascus, so that the general public could know why Dr Ghaith Pharaon is so furious with our 'ambassador'. The administration of Pakistan International School of Damascus–Syria, which includes former Pakistani national coach and ex-player Muslim Butt who is currently incharge of the school's Mathematics and Sports departments, has decided to celebrate the national day of Pakistan in a benefiting manner on 23rd March 2010. Nawabzada Amin Ullah Khan Raisani, Chairman board of governors , has given special instructions to celebrate the national day of Pakistan by organizing a sports week in the school so that the students can participate in the celebrations with complete interest. 

While briefing and giving details to the media, the principal Mrs. Saeeda Yasmin said that separate competitions for boys and girls will be organized during the sports week. The winners will be receiving trophies and certificates. The students of Elementary, Junior and Senior Sections will participate in Football, Basket Ball, Table Tennis and Volley Ball competitions. Moreover on the last day of the celebrations, 23rd of March, a colorful ceremony will be organized which includes flag hoisting and an interesting football match between the teachers and the parents. 

All students, parents and teachers are anxiously waiting for the proposed sports week in order to pay tribute to this historical day. The students showed immense interest saying that they are getting this type of entertainment for the first time in their school life at Pakistan International School.

Saudi tycoon resigns from Pak school board in Syria By Usman Manzoor ISLAMABAD: The Saudi entrepreneur who has invested billions of dollars in Pakistan, Gaith R Pheraon, has resigned from the Board of Governors of the Pakistani School in Damascus after being dismayed over the conduct of Pakistan ambassador to Syria, saying the acts of the ambassador were as if the school was the ambassador’s and his family’s personal kitty bank. In his resignation, a copy of which is available with The News, Gaith R Pheraon has mentioned the fake letter submitted by Ambassador Ameenullah Raisani in the Supreme Court and has also highlighted that the ambassador has assured him of taking that letter back from the Supreme Court. He has also talked about the nepotism, favouritism and high packages of staff hired by the ambassador, saying these acts of Raisani were destroying the school’s reputation.

ISLAMABAD: Renowned Saudi tycoon Dr Ghaith E Pharaon, who also has vast business interests in Pakistan, has put on hold his readiness to help in the construction of the proposed Benazir Bhutto Memorial Auditorium in Damascus till the time the present Pakistani ambassador remains posted in Syria.

“I also stood ready to help in the construction of the Benazir Bhutto Auditorium, which I will now put on hold until you leave Syria,” Dr Pharaon wrote in a strongly worded letter dated June 22, 2010 to Ambassador Nawabzada Aminullah Khan Raisani, a copy of which is available with The News.

The business magnate, whose group owns the Attock Petroleum Limited, Attock Oil Refinery Morgah, Rawalpindi, Pakistan Oil Fields, Attock Cement Limited, Attock Power Gen and National Refinery Limited Karachi, is extremely disappointed with the “nepotism” allegedly committed by Ambassador Raisani in the Pakistan International School of Damascus (PISOD).

Family migration Javed The Supreme Court has taken suo motu notice of Pakistani Ambassador Mr. Risajani appointing almost entire of his family in Pakistan International School Damascus at a total collective monthly salary of more than Rs. 3.2 million. He sent old staff home, forced every child to wear Chinese shoes he imported. In the Supreme Court he produced allegedly a fake letter from the School Board Chairman to the newspapers editors praising the Ambassador. A similar report appeared three days back that the new Pakistani Ambassador in Saudi Arabia paid about 0.3milllion Saudi Rials as back salary to the Principal whose service was terminated by the Saudi court awarding lashes. Without any comments I wish to enlighten the readers about an article by late Syed Binaman Rizvi who was murdered a few years back in Lahore. Binaman Rizvi was an old worker of Tehreek-e-Pakistan and worked under Quaid-e-Azam. He was a true old Muslim Leagui and a honest commodity. A year or so before his death he wrote an article appearing in two series entitled “Spoots (darlings) of our Ministry of Foreign Affairs”. He wrote that there was a time when influential wanted to get a job in the Customs Department which tendency has today changed now they wish to join the Foreign Service for postings in Pakistani Missions abroad but preferably in those countries where there exists a Pakistani community school which serve for such people, in the words of Rizvi, a gold mine. During the same period late intellectual and senior writer Irashad Ahmad Haqqani also wrote his column in two series entitled “Affairs of Pakistanis schools abroad”.—Karachi

In the supreme court he produced allegedly a fake letter from the School Board Chairman to the newspapers editors praising the Ambassador. A sensitive reader expressed here that soon the new ambassadors will start migrating to their posting places with their clans and the worthy newspaper gave it a heading "Family migration". A similar report has appeared three days back that the new Pakistani Ambassador in Saudi Arabia has paid about 3 lac Saudi Rials as back salary to the Principal whose service was terminated by the Saudi court awarding lashes. Without any comments I wish to enlighten the readers of this esteem as a refresher an old article by late Syed Binaman Rizvi who was murdered a few years back in Lahore to create political unrest only. Binaman Rizvi was an old worker of Tehreek-e-Pakistan and worked under Quaid-e-Azam. He was a true old Muslim Leagui and from the rear honest today extinct commodity. A year or so before his death he wrote an article appearing in two series entitled "Spoots (darlings) of our Ministry of Foreign Affairs". He wrote that there was a time when influential wanted to get a job in the Customs Department which tendency has today changed now they wish to join the Foreign Service for postings in Pakistani Missions abroad but preferably in those countries where there exists a Pakistani community school which serve for such people, in the words of Rizvi, a gold mine. During the same period late intellectual and senior writer Irashad Ahmad Haqqani also wrote his column in two series entitled "Affairs of Pakistanis Schools

Dignitary accused of employing relatives at Damascus school ZULFIQAR AHMAD ISLAMABAD (April 01 2010): An excellent functioning educational institution was turned into a street school by the dignitary representing Pakistan in Syria just to adjust his own kith and kin, dismissing the entire competent staff which was promoting Pakistan's name in an Islamic friendly country. This was pointed out in a calling attention notice by JI Senator Professor Khurshid Ahmad, demanding the government to probe into the alleged dismissal of school staff by the new Pakistan ambassador to Syria Aminullah Raisani, specially appointed on the recommendation of the President. Professor Khurshid said that ambassador invented a new way of promoting country's interest and has reportedly sacked the entire staff and faculty of Pakistan International School in Damascus, appointing his close family members to fill all the teachers' posts, replacing the already working staff for collecting Rs 3.2 million as salaries per month. He said that according to media reports, the ambassador sacked the teachers and other staff members of the school run by the embassy without assigning any reason making it purely a family venture which compelled the aggrieved party to go into litigation against the Pakistan Embassy. Mentioning the names of ambassadors' relatives, JI senator said that Saeeda Yasmeen Raisani, who is sister of the ambassador, has been appointed as principal against a hefty salary of $6,500 per month while the previous principal Syed Tausif Bukhari was getting $2,500 only. Another sister has been appointed as Urdu teacher for $3,500 per month. Two daughters, Amna Aminullah Raisani and Quratulain Aminullah Raisani, have been appointed as teachers. These two are getting $3,000 per month as salary while the school was paying only $1,700 for the same job to previous teachers, he informed the house. Some Baloch senators, prominent among them was Nawabzada Lashkari Raisani stood up in protest, demanding the chair to direct Senator Khurshid not to disclose the names of their sisters. "This is against Baloch culture and he (Professor Khurshid) must avoid such utterance. Whenever Baloch is being appointed at a good position, it becomes an issue for everybody in this country," he remarked. Professor Khurshid said that their names have already been published in both national and international press and he is just trying to elaborate what was reported in the media. The JI Senator further said that Mohammad Ishaque, brother-in-law of the ambassador, has been appointed as accountant for $3,500 per month while the same job was previously with Imran for just $900 a month, while Attique-ur-Rehman and Syed Muhammad Ali, ambassador's nephews, have been appointed as business teachers for $3,000 per month while the same job was done for $1,500 only before September 2009. Nayla Atiq, granddaughter of ambassador's sister, is working as Maths teacher for $3,000 a month while her predecessor was drawing $1,700 a month as salary. Ali Abdullah, son-in-law of ambassador's sister, and Muhammad Ehsan Shafique, ambassador's cousin, have been appointed as teachers for $3,000 per month while their predecessors were drawing $1,500 a month. Another cousin of the ambassador, Rashid, has been appointed as biology teacher for $3,500 per month while previously Manal Sileman was doing the same job for $1,500 a month. Responding to the calling attention notice, state minister for foreign affairs Malik Hamad said that the report could be false, as all stories reported in media can not be taken for granted. However, he said the government has ordered an inquiry into the matter and it will be submitted to the house once it is completed. He also said that the former principal of the school was working on contract basis and he was not given an extension by board of governors of the school.

It is also the only recognised centre for Cambridge University Examination Syndicate in Syria. The school was started by the Embassy of Pakistan in 1982 under the auspices of Iqbal Cultural Centre, later renamed Pakistan Cultural Centre. It has since grown into a full-fledged institution offering quality education to children of Syrian nationals, Diplomatic Corp, employees of international companies and Pakistani residents in Damascus. Looking at the school’s performance and on the request of the Pakistani president at that time, General Musharraf, the government of the Syrian Arab Republic agreed to allocate 45120 sq metres of land for the institution at a concessional rate in 2001. The school building has been built according to international standards with the most modern amenities. Last year the school won eight gold medals in the Cambridge exam and its income had doubled in 2009 in comparison to 2006 as had the number of its students, which now stands at 1,100. The school is run and managed by our embassy in consultation with a Board of Governors and Advisory Council (BOG). The BOG, with the ambassador of Pakistan as its head, is based on the directives of the President of Pakistan. But, as is the case with all Pakistani movies, TV soap operas and anything that President Asif Ali Zardari and his cronies even remotely touch and/or bless, the story suddenly develops a twist! (Somehow, you have to give them the credit, they can sniff out things that are being managed well and thus, have to be turned around. Just five months ago, the president appointed Amin-ullah Raisani as Pakistan’s ambassador to Damascus. The first thing that a newly appointed ambassador usually does, in the light of the briefings he receives, is to chalk out the direction he will take to further improve bilateral relations between the two countries. Not so our new ambassador. He just cut the crap and went straight to the point i.e. the money making school which came under his jurisdiction. The ambassador decided to give the Arab words huqooq ul ibaad (rights of people who are connected to you or in your sphere) a new meaning altogether. He summarily sacked almost the entire staff and faculty of the Pakistan International School without any reason and without prior notice. And he went on to appoint at least 10 close relatives in their place and at double their salaries. The new appointees include all shades of relatives, starting from sisters, daughters, nephews, cousins, and sister’s son-in-law, sister’s grandson and the list goes on. It would probably have all gone unnoticed and unseen if the dismissed teachers had not decided to go into litigation against the Embassy of Pakistan. Much more embarrassment is in store for the country when the verdict to the case is announced.

Career diplomats hoping to get the plum postings are sharpening their knives against the ‘political appointees’ who are filling most of the important ambassadorial posts. The latter, too, have launched a counter-attack in a bid to hang on to their jobs. At present, there are 18 politically appointed ambassadors, including some former foreign service diplomats who have been given post-retirement contracts. These lateral entrants hold 20 per cent of the ambassadorial posts, which include coveted assignments. Almost all the important world capitals — Washington, New York (United Nations), London, Paris, Riyadh, Tehran, New Delhi, Abu Dhabi and Doha — have political appointees, while career diplomats have been posted in less important stations and capitals. In fact, over half a dozen officers of grades 22 and 21 are waiting for senior posts worthy of their experience and qualification. And now that some contracts are nearing their expiry dates, career diplomats are anxious to get at least a couple of the important stations. And predictably, they are eyeing places like Washington, London and New York. As a result, the corridors of the foreign office, and to some extent Islamabad, have become a battleground with each side having unleashed volleys of rumours against the other. Whispering campaigns in favour of and against the political appointments have been intensified. Foreign Service personnel are whipping up public sentiments against political postings to force the government’s hand. What may work to their advantage are reports that Rawalpindi too is interested in getting rid of some of the political appointees serving as ambassadors in key countries. Some foreign office officials are highlighting the controversial nature of the political appointments and the problems they cause. According to these officials, the appointments are made on the basis of their political connections rather than ability. “Leaders choose their flunkies for coveted posts,” complains a foreign service officer. Even more serious, he says, is the impact of such appointments on the working of the foreign office because these people do not follow rules and regulations. “All the political appointees routinely bypass the foreign office. This causes problems in the management and implementation of foreign policy,” a senior diplomat at foreign office says. In support of his statement, he cites the controversy which erupted in Pakistan over the Kerry-Lugar-Berman Bill in 2009 and the delays in aid that the international community had pledged in Tokyo last April. A more serious problem, foreign office sources say, is that such appointments demoralise senior diplomats who feel bypassed and cheated. But the other side is equally determined and is preparing for the battle. The political appointees are renewing their connections with the “powers that be” and working hard to bridge any trust deficit that may have developed over the past two years, either because of their working style or their beliefs. Hence, the Haqqani fan club is generating one story after the other about the achievements of Pakistan’s man in Washington. At the same time, an equal number of people are saying that Hussain Haqqani, as Islamabad’s ambassador to Washington, has ignored the Pakistani Diaspora in the United States, that he does not work in coordination with foreign ministry and so on. The latest development in the battle for Washington are two contradictory reports about the Pak-US Strategic Dialogue. According to one report, Mr Haqqani got a pat on the back from the army chief for his efforts while the other points out his absence from the meeting of the core group on the eve of the dialogue. Both stories are aimed at proving or disproving his acceptability in the khaki corridors. A similar debate is raging about the man in London, Wajid Shamsul Hassan. While his friends fervently cite his achievements, his critics highlight his old age and his ‘inertia’; he is said to have few, if any, contacts with educational institutions, media and academics — an important element of diplomacy in the West. It was this diplomatic battle over future appointments, some observers feel, that led to the media furore over a school scam in Damascus. There is pressure on the government to launch a full-scale investigation against Nawabzada Aminullah Khan Raisani, the ambassador in Syria, who is alleged to have, among other wrongdoings, appointed his relatives in the embassy-run school which has caused friction between Pakistan and Syria. The case is being used by the foreign office people to build a case against non-career envoys. Other stories are also doing the rounds, targeting less high-profile political appointees. For instance, M.B. Abbasi, who is accredited to both Tehran and Baghdad, is said to have a poor understanding of foreign policy, while Prof Khawaja Alqama is accused of doing a poor job in Yemen. So serious are the career diplomats in their mission that they have not spared even their former colleagues – retired diplomats who have been given extensions, such as Umar Alisherzai, Shafqat Saeed and Asghar Afridi. Pakistan High Commissioner to India Shahid Malik, another career diplomat on a post-retirement contract, is being criticised for not effectively presenting Pakistan’s case in New Delhi’s hostile environs. On the other hand, the beneficiaries of political appointments feel that such outsiders have made positive contributions. For instance, a former ambassador who is now a political appointee, says: “Non-career envoys supplement the career corps and bring their diverse experience to the foreign service. Furthermore, being close to the political administration, they are better suited to represent the government than career officers.” Another argument for continuing this practice is the falling standards of career diplomats. Those in favour of lateral and political appointments say the foreign office just does not have enough talent; this is lent credence by the case of Shahid Malik who has been retained after retirement because the government has failed to find a suitable replacement. No wonder then there are indications that most of these contractual envoys will continue. This is what sources in the prime minister’s secretariat, which deals with such postings, also suggest. Shahid Malik, for instance, has already got an extension. Predictably enough, no one in the foreign office acknowledges this tug-of-war. When asked about the issue, the foreign office issued the following explanation: “The appointment of contract ambassadors and high commissioners i.e. officers other than Foreign Service of Pakistan is the prerogative of the prime minister considering their competence, fitness, administrative experience and other professional capabilities.” The whispering campaign aside, there is little chance that the foreign service officers will take an aggressive stand against political appointments as they did last year, when they protested the appointment of a district management group officer as ambassador in Paris. The foreign office’s hostility and the consequent media furore forced the government to withdraw the appointment.

Tuesday, June 08, 2010 By Usman Manzoor ISLAMABAD: The Chief Justice of Pakistan has taken suo moto notice of the shady affairs of the Pakistani school in Syria where the ambassador had sent the entire administration home and stuffed the school with his own children and relatives. The Supreme Court took the notice, HRC No. 11870-O/2010, on an application of Syed Tauseef Bokhari, ex-principal of Pakistan International School of Damascus (PISOD) who was sacked by Pakistan ambassador to Syria. Interestingly, Tauseef Bokhari received a letter from the Supreme Court on June 2, 2010, which asked him to submit his reply on or before May 16, 2010. The officials of the Supreme Court have told Tauseef that the matter would be investigated whether someone has deliberately held this case to let the deadline pass or whether it was a genuine mistake. Bokhari has requested the court to accept his reply as he received the SC letter almost 16 days after the expiry of the deadline. The News broke the story of nepotism and favouritism in PISOD by Ambassador Ameenullah Raisani in February, which resulted in plenty of activities in the Foreign Office of Pakistan. The documents annexed with the reply submitted by the Foreign Office in the Supreme Court depict that ever since the story appeared in The News the Ambassador has been on a mission to get himself cleared and even succeeded in persuading a few Ambassadors of various countries in Syria to write letters of praise for him to various organisations of the country, including newspapers. The reply of the Foreign Office is self-contradictory over the tenure of the post of the principal. The reply says the tenure is of one year while the contract of the principal attached with the reply clearly states that the contract was valid for twenty-four months. The reply also states that no student at PISOD has ever received worldwide distinctions during 2008-09 while documents of Cambridge shown to this correspondent by Tauseef Bokhari clearly mention that PISOD students received seven merit scholarships and five distinctions worldwide in 2008-09. Ameenullah Raisani appointed his relatives and the relatives of the new Principal of PISOD on hefty packages after firing the previous faculty. Attaullah Khan, Counsellor Embassy of Pakistan, Damascus had issued a passport to an Iraqi national without having any such authority and the Pak Ambassador to Syria also confirmed issuance of such a passport that has raised many eyebrows in the Interior Ministry and the intelligence agencies as in the recent past a computerised Pakistani identity card was recovered from one of the most wanted men in Iran, Abdul Malek Rigi, chief of Jandullah, on his arrest after forcefully landing his plane in Iran when Rigi tried to fly away to a Central Asian state from Dubai.

Ambassador caught with fake letter in SC Thursday, June 10, 2010 Pakistan school case takes new turn By Usman Manzoor ISLAMABAD: A new and critical dimension has now been added to the continuing saga of the Pakistan International School in Damascus as the Pakistan ambassador to Syria has submitted a fake document in the Supreme Court of Pakistan, something which could cost him his high profile job. The document is a letter he claims the Chairman of the Board of Governors of his school wrote to the editor-in-chief of a newspaper, after the Supreme Court took suo moto notice of the huge scandal in which the entire family of the ambassador has been recruited as teachers and staff on huge salaries after firing the other qualified teachers. The Chairman of the Board of Governors of PIS is a Saudi entrepreneur Gaith Pharoan, who is also an international businessman and owns the Attock Oil Refinery in Pakistan besides other business interests. The purported letter of Gaith Pharoan was submitted by the Foreign Office on behalf of Ambassador Ameenullah Raisani in the Supreme Court in response to the suo moto notice of the shady affairs of the Pakistani school in Syria. The letter is about the affairs of the school and termed the reporting against Ameenullah Raisani misleading. The ambassador of Pakistan to Syria Ameenullah Raisani when contacted said that the letter attached with his reply to the Supreme Court was written by Gaith Pharaon and “If he wants to disown the letter what can I say.” When asked that Ghaith Pharaon was misled by him (ambassador) regarding the salaries of his daughters, Ameenullah Raisani replied: “I have left the matter to Almighty Allah.” He said that his legal advisor would reply in the court regarding the letter. “Whatever I have done was for the sake of Pakistan”. However, sources close to Gaith Pharoan told The News that no such letter was ever dispatched to any newspaper and termed it fake. Ghaith Pharoan himself also disowned the letter in a telephonic conversation with the sources in the presence of this correspondent. Sources said that a lawyer would be hired soon to disown the letter attached by the Ambassador in the Supreme Court to save his skin. Sources said that Ghaith Pharoan was mulling over resigning from the Board of Governors of PISOD because the ambassador had been misleading him that the daughters of Ameenullah Raisani were drawing $600 a month as salary whereas in reality they were drawing $3000 a month. Moreover the ambassador had also misled the Chairman BoG regarding the salaries of the principal and other staff. Sources have said that Ghaith Pharoan owns Attock Oil Group in Pakistan worth billions of dollars and likewise has many other businesses around the world and only accepted the chairmanship of BoG of PISOD to fund the school and to maintain better relations between Pakistan and Syria. Islamabad: The Syrian lady teacher of the Pakistan International School of Damascus (PISOD), who went public against the Pakistani ambassador to Syria, has been shown the door, on the pretext that she had jeopardised Syria-Pakistan relations by damaging the reputation of the school. Ms Manal Suleman, the only teacher in Syria who conducts biology practicals for senior Cambridge examination, raised her voice against the Pakistan Ambassador to Syria, Amanullah Raisani, for his interests in PISOD, nepotism and sale of shoes at the school and was issued a show-cause notice. Though the ambassador denies the newly-appointed principal of the school is his sister, the newly-appointed staff of the PISOD is either relatives of the ambassador or the principal or of the embassy staff. These new appointees are drawing hefty packages approved by the board of governors of the school, which is headed by the ambassador. Amanullah Raisani also confirms sale of shoes at the school, saying he wanted discipline in the school. Ms Manal was asked on Tuesday to sign her termination letter, which carried some allegations that were untrue and on her refusal to accept a termination letter containing false allegations, a text message was disseminated among parents of over thousand students of PISOD, hailing from 54 nationalities of the world regarding termination of the brave teacher's services. The text message states, "Dear parents, we regret to inform you that Ms Manal Suleman's services are terminated for involving herself in an unethical conduct of damaging the school's reputation and jeopardising the Syrian-Pakistani relations. We are working in a country with no democracy. One word against the government or a government employee can put you behind bars. Even in the class rooms we cannot quote an example that could lead to disrespect Syrian ministries or officials. Imagine, in such a country you are consistently accusing your ambassador in Syria, based on mere an article in the news paper with no proof and you are saying that you are saving the name Pakistan from getting tarnished. I’m sorry to say but in fact you are unconsciously contributing in getting your country name tarnished in Syria and all over the world. I’m not being emotional here but think about that….I not saying it because I am protecting anyone but in fact I’m protecting Pakistan’s name. Furthermore, if you had met the ambassador personally, I can assure you that you had changed your mind. He is firm, conversant, radiant and yet so down to earth. 

PISOD has a very high job turnover rate. Every year People come and go as they please. Most of the employees in your list are still working in PISOD, some left the job because of their own will and a couple of teachers were dismissed after a complete interrogation of their degrees and evaluations from the coordinators. 

Last but not the least we are not in a perfect world. We are Muslims with strong belief in our God and we always try to do the best for us in our domain. You are outside the domain and can only comment but not see...

Mr Amjad! If any one can make these type of things then you would be the one who have posted the proofs of those allegations which you are putting on present administration. You are again and again putting same points which you were putting before. There is not a single point that you have proved yet.
And can you give me answer of that. Can a Pakistani Ambassador import shoes from China? I mean there is no sense. All points which were alleged by The News team and you are senseless. Even this article owner MR Usman Manzoor, he has apologized for publishing the news without any confirmation.
He has also confessed that he wrote this article under pressure from his higher's. 
I think this is enough from my side. if some body dont want to accept the fact then no body can make him. we have a mind set that we accept any negative criticism about a person quite easily and it is always hard to prove someones innocence.

That's exactly what I was thinking. Its a bit like Ajmal kassab being displayed on computer screens all around the world and then in the end he is the only survivor of the attackers caught alive. In response to the gentleman who said that I am fixed on an idea, I would humbly request that it is just a forum where we thrash out issues to bottom. The objective isn't to give a verdict on guilty/ non-guilty but just to highlight the issue. I personally do not know the ambassador nor hold any gridge against him; we are all just commenting in the best interests of saving the name Pakistan from getting tarnished. Afterall some stayed in PIMS (jail) for eight years, pleaded as insane in an international court and not a single case was proved against him ...so who are we to award a guilty verdict...its just a discussion; please don't let your personal emotions take the better of you.

I'm working at Pakistan International School of Damascus. The series of absurd allegations, one after the other against one person and then another, has pushed me to write this so I could show you the true black and white picture between the lines. I just wonder how easily the people put allegations without any proofs to anyone. It's really disgusting who so ever is giving such pointless and ridiculous statements to distort the image of our school just to fulfill his/her mean intentions. Blaming someone on baseless accusations is quite unethical and immoral. I highly condemn all such fake and filthy statements to defame our school. Your false arguments have not only distorted the image of school but of Pakistan as well. I have been working here for long and I can see a very clear difference that PISOD has shown a drastic and tremendous improvement under the supervision of H.E.Mr.Ambassador Nawabzada Aminullah Khan Raisani. He has introduced a fabulous curriculum for academics and has shared fantastic and inspiring ideas for the betterment and improvement of PISOD. I can see the students are more serious towards their studies now and they are more disciplined and motivated. We are having a very positive feedback from parents about the school. The parents are more satisfied and happy than ever before about the academics and discipline at PISOD. Our school is flourishing not only in academics but in extracurricular activities as well which we never had before at such organized level. I just want to say that you should stop giving such deceptive, counterfeited and bogus statements. Your senseless statements have badly affected the image of Pakistan and are really disappointing indeed.

I usually prefer not to indulge in discussions that involve people whose judgments are clouded by the need to hide their own failures. But this time, the mud slinging has gone way beyond acceptable and sometimes you have to give up decency in order to put a stop to something morally gross and vile. Now as I looked at this page more closely, I am even more shocked to see the kind of claims and accusations that have been made on this page. This mud slinging on PISOD's reputation has been going on for a while now and some people have been coming up with one baseless allegation after another. According to my understanding, the first rule of presenting credible evidence is to put forth the sources of that information. Presenting a bunch of .tif files as proof??? What are you living in the 1800's? In this day and age, a pre-teen can forge such files through a hundred cheap software. The following very strong allegations: Can you provide some proof of this or is it just that hitting below the belt is the only form of argument that you can do? When someone makes an allegation without proper backing, it says more about the person making the allegation rather than the alleged. If only someone were to read between the lines, one thing will become very obvious. It is indignation and hurt. Someone was clearly fired and or replaced in his employment which riled him up so much that he resorted to this kind of blame game left, right, up and down. This is expected and is more or less typical of people who are weak in nature and are incapable of accepting their own failures and shortcomings. It is always easier and more convenient to live under the illusion that there is nothing wrong with yourself and your failures are the outcome of some evil that prevails the world. Helps them sleep at night! A courageous man however learns from his failures and makes sure he overcomes them. This is clearly not happening in this case. Some people were fired, and that was ammunition enough for them to start firing their blame guns in all directions. My kids are still in PISOD and I can vouch for the progress that the school is making. Being in a high-up position is a very difficult job, no one can make everyone happy. But for someone who takes an unbiased look at the state of affairs, the school is making remarkable progress and that's what should matter to anyone who wants to see a positive change rather than pocket some money for his own self. It should not matter who works at what position as long as forward progress is being made. The faculty and the students are much more focused on studies now than they used to be. There is a stronger presence of discipline and propriety. In the end, I would really appreciate the untiring and sincere efforts made by H.E.Mr.Ambassador Nawabzada Aminullah Khan Raisani for the betterment and improvement of PISOD. He has a deep vision in understanding and organizing the academic affairs and discipline as well. Its quite obvious that school has shown a wonderful progress during his period here and I wish and believe that such progress and achievements are there on the way of PISOD under the command of H.E.Mr.Ambassador Nawabzada Aminullah Khan Raisani. I would request people who are complaining about things that are going wrong at PISOD to please try and look at the things that are improving. stop resorting to menial methods of tarnishing the school's reputation. Please understand that nothing positive can come out of these things and there is no one stopping you from making useful contributions to the betterment and strength of whatever cause you believe in.

Dear PISOD teacher Can you please identify yourself. How do we know that you are actually a teacher there? I agree that students may not be leaving since most of us (Muslims) are 'behiss'... I also agree that school shall keep functioning, no great change shall be made by departure of those teachers qho have been sacked. Thank you for syrians being appreciative of Pakistani teachers. We remember how syrians gave shelter to 'Al-zulfiqar' people who were freed in return for freedom of innocent passengers.. However, the point that we are trying to make is that no one shud be able to make decisions on personal whims...be it Ambasador, be it, an army deneral, be it zardari sahab...there shud be a system of check & balance on every body, which unfortunately is missing in our system. I am a teacher at senior school section PISOD. I hold a dual nationality and have been born and raised outside of Syria. I have been here for quite a long time. I have been seeing this school excelling and growing for a long time now. Like most of us when I visited this site I got really disappointed in people’s approach regarding PISOD. 

Let me say it outloud that PISOD students are not transfering anywhere, not to choiefat or DCS. They are still here and will remain here because adding just 6% pakistani faculty will not effect the education quality of the school sir; think from your head please....In fact we as syrians have and will always praise pakistani teachers. They are indeed smart and intellectual. I don't understand what is going on with you guys and these articles....

There is a very thin line between the truth and a lie. They say that a lie has no legs but a rumor has wings.

Currently we have about 9% Pakistani staff (thanks to the new management, used to be only 3%), 80% Syrian staff which includes the heads of all the sections in PISOD and the rest dual or mix nationalities. Almost the same formula is applied among the students as well. Pakistani, Indians and other nationalities are minorities here and you will often find them cornered due to an influence from the Syrians. So 80% is the strongest with a strong influence in everything they say whether teachers or students. Also don’t forget that we are partially or fully foreigners in this country. If you dismiss one Syrian teacher from the job (especially an influential one) for any reason whatsoever; you should then be ready to face the music. This is exactly what’s going on right now.

I will strongly discourage you people about the fictitious comments against PISOD management because this will not only damage your reputation as a school but also as a country too.   

I wish you could come and see the improvement in the school; we don’t need as much efforts as we used to for managing our extra naughty and spoiled students as compared to last year. There are no more skipping students as compare to last year when there was hardly anyone found in the classes.  Students are more respectful towards us and there is a harmony among them because of wearing proper uniform. There is a lot still needs to be done though and we need your assistance and support on this venture. So join the postive side; be our strength and not weakness ........

given the sensitivity of Israeil-syrian relationship,It was quiet inappropriate for the school staff to arrange interaction of syrian student with Israeils.I have myself seen directive rather warning issued to pakistani embassy from education ministry of syria,to take notice of such steps and nothing like this would be tolerated in future.It could have worsened our relations with syrian government,who under the Asad's dynasty has been close to bhutto family.What if Mr.Raisani fired some staff so that nothing like this is repeated in future and confidence is restored once again.Mr.Ambassador acted promptly and saved pak-syria relationship that could have been spoiled because of the mere insane practices of few teachers that were not compatible with syrian foreign policy.We must appreciate Mr.Raisani since he felt the pulse of syrian rulers and their ideology which most of career diplomats fail to identify and thus our foreign policy merely revolves around USA and India.And huge oppurtunities are not fully seized in the middleeast that has been heart of Islamic civilization

let me clarify few things that unless not taken into account,will lead to mere speculation and complete ignorance of the context under which this issue has been raised Career diplomats are on the rampage;they are blatantly opposing any appointment outside foreign services group to the coveted post as ambassador etc.PM gillani appointed dco of 19 grade to the ambassidorial position in france last year,It caused uproar and joint letter written by officers of foreign services appeared in "the news international" denouncing any such appointment outside the foreign service cadres as against civil services laws and unjust.PM,who certainly had executive power to do so,be it for better or worst,was forced to take his decision back.Subsequent events show that career diplomats have formed some sort of pressure lobby that instead of doing their jobs properly and winning goodwill for Pakistan abroad,has resorted to ugly and filthy tactics.How daringly,they are leaking the classified documents and matters of their services to media.

It includes the CV of all qualified teachers who were hired by the board members. it also includes clarifications and some allegations against former principle MR tauseef Bukhari and also attached certificate of a teacher hired by MR tauseef who was suppose only sit in his office. she was holding the certificate of therapist. There is also the proof that H.E Mr ambassador was not involved in any buying or selling of school shoes where as a well known company uni4 in Syria has a contract for many years in dealing of school uniform. and there are many more things. i hope that when you will read it then you will come to know that what is right and what is wrong.

Thank you Shah baksh sahab can we also have some proofs here on the forum? There is a saying that' "jahan aag kee khabar ho, dhuaan zaroor hota hey" so I am willing to accept that media may have exploded the issue out of proportions, so what was the cause? Generally the cause of such news is that some inefficient person is fired and s/he tries to throw the dirt on ambassador. So can we please have some proofs for ambassador and against the culprits? I mean we are not judging anyone by any standards, now that you are mashAllah carrying out a healthy discussion (which I must say is a first on this forum, otherwise people generally don't respond to such things in a polite language here), so it will be great if we can close this issue out. and secondly if you say that zardari cant appoint a good person then let me inform you that he was appointed by the previous government. and because of his gentle stay and clean  record in lebanon as ambassador he was recomended by the Lebanese govt. So thats all guys. And also let me tell you that i have visited the school my self and believe me that students and their parents themselves say that the school condition is much much better then before. As Mr touseef bukhari was doing a lot of mess in the school...

I had just reproduced a news report which appeared in print media. If ambassador is clean, and if you have any links, please ask him to come clean with clarification. That is the principle of being fair. Case in point,"Once Hazrat Omar wore two chadders of 'male-Ghaneemat' (whereas everyone else had got one) a common citizen had questioned him at Jumma and he had clarified that he had taken one from his son...."

Hello Man You are the type of people who don't want to make Pakistan better. when ever a good person comes into some administration he is criticized. Because you are the ones who without any proves post these types of fake masala daar news. I have the Proves that H.E Mr Ambassador Nawabzada Aminullah Khan Raisani Is a very modest and nice man. he himself is a son of nawab and dont want to do corruption to live his days. and the other thing is that, that if you will use your common sense then you will come to know that the staff which is mentioned in it are from many different casts and areas of pakistan. and how come a person can have too many relatives from many different casts. If You Have Common Sense then kindly use it.

This is the first embassedor who only represent his family in syria to syrian people and several syrian ministers dont like because of his behaviour and even his wife also tells every syrian and pakstani person that zardari appointed his husband and nobody can do anything agains them whatever they do. Although previous embassedor MR MANZER SHAFIQUE was profesional embassedor had been appointed in different countries in past.As this was his last duration of service and he wanted to do something rememble able in his history of service. So he tried his best to providing funds for school to made school really international standreded educational institute.Previous principal MR TOSIEF BUKHARI was qualified and profesional and had vast experiense in teaching field and also had been appionted as principal in his past in several institutes and all other terminated teachers like miss manal suleman miss vansa and more than 10 teachers were mastrers degree holders and were professional and were famous in all over demascus.I have seen their cvs on different web sites, and even MR ZAHID who is councelour in embaasy his own son who was student in last year in this school now have been appointed in that school school on very attactive salary.Also MR MOHD ATTA ULLAH who is also CONCELOUR in embassy were involved in some unethical actuiviteis in syria and several times he had been watched by syrian people and syrian inteligence agencies with some syrian ladies.He is on underwatch in syrian agencies becuase of such actuvities and a LATTER ABOUT THIS has been issued to him in demascus embassy.
