This term was introduced by a well-known journalist and anchor person Rauf Klasra for the bureaucrats of Pakistan. I agree with him but not all bureaucrats are Zakota Jinns. Clear majority is. Working as director general of health from 1996 to 1999, I came across such Jinns.
